Ground Rules: QUALIFIERS
A. By entering to compete in the 2014 Justin Boots Playoffs ( “PLAYOFFS”) to be held in Puyallup, WA, September 5-7, 2014, you agree to be bound by the terms and conditions of these Ground Rules, the PLAYOFFS Patch Sponsorship Rules Addendum and all other Addenda and Exhibits to these Ground Rules, the PRCA Bylaws and Official Rodeo Rules and, for barrel r acers, the WPRA Bylaws
and Official Rodeo Rules, and any other applicable rules, including all releases of liability set forth in those documents.
B. Forty-Eight qualifiers (48 teams) in each event for the PLAYOFFS shall be the top 48 contestants
(48 teams) for each event in 2014 PRCA World Standing s and the WPRA pro rodeo standings
(including any official money won through September 1, 2014). Each person who qualifies and
confirms his/her intent to compete must also complete and sign the "PRCA Release and Waiver
and Choice of Venue” and, for barrel racers, the “WPRA Release and Waiver and Choice of Venue”
(contained in Exhibits A and B, respectively), and these documents must be received by the Rodeo
Secretary prior to the first scheduled competition in order to be eligible to compete.
C. In the team roping, the 48 qualifying headers must rope with the 48 qualifying heelers. Team
Ropers are to designate partners when calling PROCOM to confirm competition (See Item 1.F
below). Should there be a discrepancy in partner designation; the latest confirmation to PROCOM
will be accepted. Any team roping qualifier without a designated partner will have a partner
assigned by Rodeo Adm inistration, that determination made by a random drawing.
D. Should there be a tie for the final qualifying spot(s) in any event, only 48 will qualify, and the tie
will be broken in favor of those with the highest total money won (unofficial & official money
combined) at PRCA and, for barrel racers, WPRA sanctioned rodeos in that event during the 2014
Rodeo Year at PRCA and, for barrel racers, WPRA sanctioned rodeos which end on or before
September 1, 2014.
E. With the exception of the team roping (see item 1.F below), rankings coming into the PLAYOFF
will be from highest to lowest per the 2014 PRCA World Standings and, for barrel racers, WPRA
pro rodeo standings (as referenced in 1.B. of these ground rules)
F. In the team roping, once all headers and all heelers are ranked by using the procedure outlined
above, the ranking of the team will be determined as follows: The #1 header and the #1 heeler
will pull their partners to assume the 1st place or 2nd place ranking, with that determination
based on the official 2014 PRCA World Standings (as referenced in 1.B. of these ground rules).
This procedure will continue until all teams are ranked.
G. COMPETITION CONFIRMATION. Contestants must confirm intent to compete by calling PROCOM
from 12:00 PM (Mountain Time) Tuesday, September 2, 2014 to 12:00 PM (Mountain Time)
Wednesday, September 3, 2014. Contestant must be Financially Eligible and Competition Eligible
at time of entry closing.

H. The top 48 Contestants (48 teams) not confirmed by 12:00 PM (Mountain Time) Wednesday,
September 3, 2014 will be fined $100.
2. CONTESTANT INFORMATION
A. One PRCA patch and one Justin Boots Playoffs patch will be distributed at the time of check-in
and must be worn at all times in the arena. Only one contestant and one companion allowed gate
access. For the barrel racers, two WPRA patches will be distributed at the time of check-in and
must be worn at all times in the arena.
B Event winners must stay for the awards presentation directly after the finals performance.
C. Contestants will not be permitted to wander on horseback through the fairgrounds. Contestants
will be required to follow the contestant shuttle to and from the arena. Maps of the Shuttle route
will be available in the contestant parking area and the Rodeo Secretary ’s office.
3. GENERAL
A. Official Rodeo. Per Rule R1.6.2.1 of the PRCA Rulebook and, for barrel racers, WPRA Rule 10.4.1.8
the PLAYOFFS will be as an "Official Entry" rodeo unless contestant designates it as an "Unofficial
Entry Rodeo" at time of entry.
B. Prize Money to Count toward Championship Standings. All prize money earned at the PLAYOFFS
will count as Championship Points in accordance with Bylaw B12.1.1 of the PRCA Rulebook and,
for barrel racers, rule 14.1 of the WPRA Rulebook and will be applied to 2014 PRCA World
Standings and, for barrel racers, 2014 WPRA pro rodeo standings, unl ess contestant designated
the PLAYOFFS as an "Unofficial Entry Rodeo" at time of entry.
C. No Circuit Points. Dollars won at the PLAYOFFS will not count towards any circuit standings. For
barrel racers, the CHAMPIONSHIPS will not count as one of the required circuit rodeos.
D. Trades. Contestants (t eams) will be able to trade at the PLAYOFFS among the contestants entered
in the PLAYOFFS in their respective events. The trade deadline will be Thursday, September 4,
2014 at 5:00 PM (Mountain Time). All trades must be made through PROCOM.
E. Conflict with the Last Performance. Any PLAYOFFS contest ant who has qualified for the finals and
is scheduled to compete at another rodeo may draw out of the conflicting rodeo in accordance
with procedures outlined in Rule R1.6.3.1. Additionally, any PLAYOFFS contestant, who has
qualified for the finals round and is scheduled to compete at another rodeo adding $3,000 or
more on the same day as the last performance of the PLAYOFFS, will be moved, if possible, at the
second rodeo in accordance with procedures outlined in Rule R2.10.2 of the PRCA Rulebook and,
for barrel racers, rule 10.6.2 of the WPRA Rulebook. Contestants who have not qualified for the
finals round will not be moved, nor will they be required to participate in any functions on or after
the finals round performance.
F. Doctor Releases. Valid doctor releases will be accepted. Should it be necessary to doctor release
contestants are to follow procedures outlined in Part 7 of the PRCA Rulebook and, for barrel
racers, Chapter 10 of the WPRA Rulebook. Failure to follow those procedures will result in fines

pursuant to Section 4.B of these Ground Rules. A contestant using the doctor release proce dure
shall also be subject to the ineligibility periods as set forth in the PRCA Rule Book.
G. Determination of Event Champions/Event Winners. The Event Champion will be that person who
wins the average after the conclusion of the finals on Sunday, September 7, 2014. In case of a tie,
the Event Cham pion will be determined based on the fastest time or highest score in the long go
round. If still tied, the Event Champion will be determined based on the tie-breaker outlined in
Section 6.C.1 of these Ground Rules.
H. Victory Lap. The event winner for each performance must be prepared to take a vic tory lap
following his/her event. In addition, immediately following the last bull rider all event winners for
each performance are to be prepared to walk to a predestinated location (set by Production
Manager) for introduction. Every contestant, except event winners, must be present for a group
int roduction immediately following the last bull rider.
I. Patch Sponsorships. No PLAYOFFS participant may wear or display in the Competition Arena of
the PLAYOFFS (including the areas behind the chutes and the moat) any patch or Signage (as
defined in the "Rules and Regulations Governing Advertising i n an Arena") which is in conflict with,
or opposed to, PRCA's and/or Professional Rodeo Cowboys Association Properties, Inc.'s National
Sponsors. All other provisions of the PLAYOFFS Patch Sponsorship Rules, a copy of which is
attached hereto as Addendum A, shall also be in effect at the PLAYOFFS. S ee Exhibit A and, for
barrel racers, WPRA Rule #19.1.1 (and Exhibit B).
J. Back Numbers. Each contestant will be furnished with a PLAYOFFS back number, which must be
worn and displayed in its entirety at all times when in the Competition Arena, as defined in item
3.I above. If a contestant has an ex isting patch sponsorship involving the cantle/yoke of the shirt,
then that contestant may wear the PLAYOFFS back number immediately below the existing
cantle/yoke patch. If a contestant elects to wear a protective vest or jacket, then that contestant
must wear the PLAYOFFS back number in the same lo cation on the vest or jacket. Failure to wear
the PLAYOFFS back number in its entirety as outlined above will result in a fine of $1000 for the
first offense, $2000 for the second offense, $4000 for the third offense, and disqualification from
the PLAYOFFS for the fourth and subsequent offense. A co ntestant may be fined without warning
and may be subject to immediate disqualification.
K. Honest effort. All contestants competing in a performance must give an honest effort. If it is
determined by a unanimous vote of all Officials assigned to officiate that event that a contestant
did not give an honest effort, he will be (i) disqualified from the go-round in which the violation
occurred and any remaining go-rounds, (ii) disqualified from contention for the average payoff in
the event for which he did not give an honest effort and (iii) assessed a fine in the amount of
$500.00. For purposes of this ground rule, whether a contestant gives an honest effort will be
determined as follows:
Riding Events. In the riding events, a contestant who fails to ride, using appropriate equipment,
his horse or bull out of the chute (except in the case of a chute stalling animal or unless the
Officials rule the contestant was fouled coming out of the chute) shall automatically be deemed
not to have given an honest effort. Specifically, the bareback riding contestant must have his hand
in the rigging until the inside shoulder of the horse crosses the plane of the chute gate; the saddle
bronc ridin g contestant must have feet in the stirrups, seat in the saddle and rein in his hand when
the inside shoulder of the horse crosses the plane of the chute gate; and the bull riding contestant
must have his hand in bull rope when the inside shoulder of the bull crosses the plane of the chute

gate. Once the contestant has ridden the horse/bull out of the chute, it is the sole responsibility
of the Officials to determine whether a contestant gives an honest effort. In making this
determination, Officials should cons ider whether the contestant has made a good faith effort to
complete his ride.
Tie-Down Roping, Steer Wrestling, and Team Roping. In the timed events a contestant who fails
to ride, using appropriate equipment, his horse across the score line (unless the Officials rule he
was fouled leaving the box) shall automatically be deemed not to have given an honest effort.
Once the contestant has ridden his horse across the score line, it is the sole responsibility of the
Officials to determine whether a contestant gives an honest effort. In making this determination,
Officials should consider whether the contestant has made a good faith effort to successfully
complete the event and record a time.
L. Any contestant using foul language in the arena, either audibly or by obviously mouthing the
words, will be fined in accordance with Bylaw B10.3.6, of the PRCA Rulebook “Conduct
Detrimental to Publ ic Image” and, for barrel racers, the WPRA Rulebook and will be assessed a
minimum initial fine of $500, that fine doubling progressively for each offense thereafter.
4. TURN OUT OR DOCTOR RELEASE SUBSTITUTIONS PRIOR TO COMPETITION
A. Substitutions will be made in accordance with the 30 Hour Repla cement Rule however, the
replacement list will those next individuals (teams) with the highest ranking in the 2014 PRCA
World Standings and, for barrel racers, the 2014 WPRA Pro Rodeo Standings (as referenced in
item 1.B of these ground rules) in their respective event that entered Puyallup, WA. Sub stitutions
will be taken through PROCOM.
B. Once confirmation of intent to compete has been made, the following turn out fines will apply:

Notified turn out after 5:00 PM September 4 $ 2,000.00
Non-notified turn out $ 3,000.00

5. TURN OUT OR DOCTOR RELEASE AFTER START OF COMPETITION.
A. If injured at the PLAYOFFS, a contestant will not be eligible to return to competition in any

according to Rule R5.5.3 of the PRCA Rulebook for the go-round and according to Rules R5.6.4

corresponding places will be split between the contestants who tie, even though a tie may be
broken to determine the contestant who advances to the next round, wins the Event

9. TIMED EVENTS
A. Stock selection: Cattle used in the timed events shall be selected by the Puyallup, WA P RCA Rodeo
Committee, with the approval of the respective Event Representatives. Each respective Event
Representative (or duly appointed designee) shall select the cattle to be used for the finals,
subject to final approval of the Director of Rodeo Administration.
B. Timed Event contestants will ente r and exit the arena as directed by the Manager of Production.
C. No more than one man in the box if so requested by contestant.
D. Only one horse in the box.
E. A contestant must have hat on head while in box, with no assistance in keeping on or taking off
said hat by another person.
F. The judges have the authority to designate a replacement for an animal fighting or sulking in the
chute.
G. Time limits (not including penalties): Tie-Down roping: 25 seconds Steer wrestling: 60 seconds
Team roping: 30 seconds
H. If a timed event animal escapes the chute prior to the contestant calling for him , that contestant
will automatically receive the first extra and will compete on that animal in the performance.
I. A contestant may compete on the same animal in the finals that he competed on in the long goround.
J. Headers who drop their rope after completing competition will be fined $100 for th e first offense,
with that fine progressively doubling with each additional offense.
K. In the Team Roping Event, only 2 loops per team will be permitted.
10. RIDING EVENTS
A. Two judges will be used to score each ride, half points will be used.
B. The Chute Boss has the authority to assign a flank- man in the absence of the livestock owner or
his designated flank-man.
C. Stock for the first go-round will be posted at 6:30 PM Thursday, September 4, 2014, in the Rodeo
Secretary's office.
D. A contestant may compete on the same animal in the finals that he competed on in the long goround.
11. PRC A and WPRA: Separate Organizations
A. For convenience, both the PRCA and the WPRA ground rules have been included in this document.
However, the PRCA and WPRA are distinct and separate sanctioning bodies. All barrel racing
issues and questions should be directly addressed with the WPRA.

1. QUALIFIERS
A. By entering to compete in the 2014 Justin Boots Playoffs (“PLAYOFFS”) to be held in Puyallup, WA,
September 5-7, 2014, you agree to be bound by the terms and conditions of these Ground Rules,
the PLAYOFFS Patch Sponsorship Rules Addendum and all other Addenda and Exhibits to these
Ground Rules, the PRCA Bylaws and Official Rodeo Rules and, for barrel racers, the WPRA Bylaws
and Official Rodeo Rules, and any other applicable rules, including all releases of liability set forth
in those documents.
B. Forty- Eight qualifiers (48 teams) in each event for the PLAYOFFS shall be the top 48 contestants
(48 teams) for each event in 2014 PRCA World Standings and the WPRA pro rodeo standings
(including any official money won through September 1, 2014). Each person who qualifies and
confirms his/her intent to co mpete must also complete and sign the "PRCA Release and Waiver
and Choice of Venue” and, for barrel racers, the “WPRA Release and Waiver and Choice of Venue”
(contained in Exhibits A and B, respectively), and these documents must be received by the Rodeo
Secretary prior to the first scheduled competition in order to be eligible to compete.
C. In the team roping, the 48 qualifying headers must rope with the 48 qualifying heelers. Team
Ropers are to designate partners when calling PROCOM to confirm competition (See Item 1.F
below). Should there be a discrepancy in partner designation; the latest confirmation to PROCOM
will be accepted. Any team roping qualifier without a designated partner will have a partner
assigned by Rodeo Administration, that determination made by a random drawing.
D. Should there be a tie for the final qualifying spot(s) in any event, only 48 will qualify, and the tie
will be broken in favor of those with the highest total money won (unofficial & official money
combined) at PRCA and, for barrel racers, WPRA sanctioned rodeos in that event during the 2014
Rodeo Year at PRCA and, for barrel racers, WPRA sanctioned rodeos which end on or before
September 1, 2014.
E. With the exception of the team roping (see item 1.F below), rankings coming into the PLAYOFF
will be from highest to lowest per the 2014 PRCA World Standings and, for barrel racers, WPRA
pro rodeo standings (as referenced in 1.B. of these ground rules)
F. In the team roping, once all headers and all heelers are ranked by using the procedure outlined
above, the ranking of the team will be determined as follows: The #1 header and the #1 heeler
will pull their partners to assume the 1st place or 2nd place ranking, with that determination
based on the official 2014 PRCA World Standings (as referenced in 1.B. of these ground rules).
This procedure will continue until all teams are ranked.
G. COMPETITION CONFIRMATION. Contestants must confirm intent to compete by calling PROCOM
from 12:00 PM (Mountain Time) Tuesday, September 2, 2014 to 12:00 PM (Mountain Time)
Wednesday, September 3, 2014. Contestant must be Financially Eligible and Competition Eligible
at time of entry closing.

H. The top 48 Contestants (48 teams) not confirmed by 12:00 PM (Mountain Time) Wednesday,
September 3, 2014 will be fined $100.
2. CONTESTANT INFORMATION
A. One PRCA patch and one Justin Boots Playoffs patch will be distributed at the time of check-in
and must be worn at all times in the arena. Only one contestant and one companion allowed gate
access. For the barrel racers, two WPRA patches will be distributed at the time of check-in and
must be worn at all times in the arena.
B Event winners must stay for the awards presentation directly after the finals performance.
C. Contestants will not be permitted to wander on horseback through the fairgrounds. Contestants
will be required to follow the contestant shuttle to and from the arena. Maps of the Shuttle route
will be available in the contestant parking area and the Rodeo Secretary ’s office.
3. GENERAL
A. Official Rodeo. Per Rule R1.6.2.1 of the PRCA Rulebook and, for barrel racers, WPRA Rule 10.4.1.8
the PLAYOFFS will be as an "Official Entry" rodeo unless contestant designates it as an "Unofficial
Entry Rodeo" at time of entry.
B. Prize Money to Count toward Championship Standings. All prize money earned at the PLAYOFFS
will count as Championship Points in accordance with Bylaw B12.1.1 of the PRCA Rulebook and,
for barrel racers, rule 14.1 of the WPRA Rulebook and will be applied to 2014 PRCA World
Standings and, for barrel racers, 2014 WPRA pro rodeo standings, unl ess contestant designated
the PLAYOFFS as an "Unofficial Entry Rodeo" at time of entry.
C. No Circuit Points. Dollars won at the PLAYOFFS will not count towards any circuit standings. For
barrel racers, the CHAMPIONSHIPS will not count as one of the required circuit rodeos.
D. Trades. Contestants (t eams) will be able to trade at the PLAYOFFS among the contestants entered
in the PLAYOFFS in their respective events. The trade deadline will be Thursday, September 4,
2014 at 5:00 PM (Mountain Time). All trades must be made through PROCOM.
E. Conflict with the Last Performance. Any PLAYOFFS contest ant who has qualified for the finals and
is scheduled to compete at another rodeo may draw out of the conflicting rodeo in accordance
with procedures outlined in Rule R1.6.3.1. Additionally, any PLAYOFFS contestant, who has
qualified for the finals round and is scheduled to compete at another rodeo adding $3,000 or
more on the same day as the last performance of the PLAYOFFS, will be moved, if possible, at the
second rodeo in accordance with procedures outlined in Rule R2.10.2 of the PRCA Rulebook and,
for barrel racers, rule 10.6.2 of the WPRA Rulebook. Contestants who have not qualified for the
finals round will not be moved, nor will they be required to participate in any functions on or after
the finals round performance.
F. Doctor Releases. Valid doctor releases will be accepted. Should it be necessary to doctor release
contestants are to follow procedures outlined in Part 7 of the PRCA Rulebook and, for barrel
racers, Chapter 10 of the WPRA Rulebook. Failure to follow those procedures will result in fines

pursuant to Section 4.B of these Ground Rules. A contestant using the doctor release proce dure
shall also be subject to the ineligibility periods as set forth in the PRCA Rule Book.
G. Determination of Event Champions/Event Winners. The Event Champion will be that person who
wins the average after the conclusion of the finals on Sunday, September 7, 2014. In case of a tie,
the Event Cham pion will be determined based on the fastest time or highest score in the long go
round. If still tied, the Event Champion will be determined based on the tie-breaker outlined in
Section 6.C.1 of these Ground Rules.
H. Victory Lap. The event winner for each performance must be prepared to take a vic tory lap
following his/her event. In addition, immediately following the last bull rider all event winners for
each performance are to be prepared to walk to a predestinated location (set by Production
Manager) for introduction. Every contestant, except event winners, must be present for a group
int roduction immediately following the last bull rider.
I. Patch Sponsorships. No PLAYOFFS participant may wear or display in the Competition Arena of
the PLAYOFFS (including the areas behind the chutes and the moat) any patch or Signage (as
defined in the "Rules and Regulations Governing Advertising i n an Arena") which is in conflict with,
or opposed to, PRCA's and/or Professional Rodeo Cowboys Association Properties, Inc.'s National
Sponsors. All other provisions of the PLAYOFFS Patch Sponsorship Rules, a copy of which is
attached hereto as Addendum A, shall also be in effect at the PLAYOFFS. S ee Exhibit A and, for
barrel racers, WPRA Rule #19.1.1 (and Exhibit B).
J. Back Numbers. Each contestant will be furnished with a PLAYOFFS back number, which must be
worn and displayed in its entirety at all times when in the Competition Arena, as defined in item
3.I above. If a contestant has an ex isting patch sponsorship involving the cantle/yoke of the shirt,
then that contestant may wear the PLAYOFFS back number immediately below the existing
cantle/yoke patch. If a contestant elects to wear a protective vest or jacket, then that contestant
must wear the PLAYOFFS back number in the same lo cation on the vest or jacket. Failure to wear
the PLAYOFFS back number in its entirety as outlined above will result in a fine of $1000 for the
first offense, $2000 for the second offense, $4000 for the third offense, and disqualification from
the PLAYOFFS for the fourth and subsequent offense. A co ntestant may be fined without warning
and may be subject to immediate disqualification.
K. Honest effort. All contestants competing in a performance must give an honest effort. If it is
determined by a unanimous vote of all Officials assigned to officiate that event that a contestant
did not give an honest effort, he will be (i) disqualified from the go-round in which the violation
occurred and any remaining go-rounds, (ii) disqualified from contention for the average payoff in
the event for which he did not give an honest effort and (iii) assessed a fine in the amount of
$500.00. For purposes of this ground rule, whether a contestant gives an honest effort will be
determined as follows:
Riding Events. In the riding events, a contestant who fails to ride, using appropriate equipment,
his horse or bull out of the chute (except in the case of a chute stalling animal or unless the
Officials rule the contestant was fouled coming out of the chute) shall automatically be deemed
not to have given an honest effort. Specifically, the bareback riding contestant must have his hand
in the rigging until the inside shoulder of the horse crosses the plane of the chute gate; the saddle
bronc ridin g contestant must have feet in the stirrups, seat in the saddle and rein in his hand when
the inside shoulder of the horse crosses the plane of the chute gate; and the bull riding contestant
must have his hand in bull rope when the inside shoulder of the bull crosses the plane of the chute

gate. Once the contestant has ridden the horse/bull out of the chute, it is the sole responsibility
of the Officials to determine whether a contestant gives an honest effort. In making this
determination, Officials should cons ider whether the contestant has made a good faith effort to
complete his ride.
Tie-Down Roping, Steer Wrestling, and Team Roping. In the timed events a contestant who fails
to ride, using appropriate equipment, his horse across the score line (unless the Officials rule he
was fouled leaving the box) shall automatically be deemed not to have given an honest effort.
Once the contestant has ridden his horse across the score line, it is the sole responsibility of the
Officials to determine whether a contestant gives an honest effort. In making this determination,
Officials should consider whether the contestant has made a good faith effort to successfully
complete the event and record a time.
L. Any contestant using foul language in the arena, either audibly or by obviously mouthing the
words, will be fined in accordance with Bylaw B10.3.6, of the PRCA Rulebook “Conduct
Detrimental to Publ ic Image” and, for barrel racers, the WPRA Rulebook and will be assessed a
minimum initial fine of $500, that fine doubling progressively for each offense thereafter.
4. TURN OUT OR DOCTOR RELEASE SUBSTITUTIONS PRIOR TO COMPETITION
A. Substitutions will be made in accordance with the 30 Hour Repla cement Rule however, the
replacement list will those next individuals (teams) with the highest ranking in the 2014 PRCA
World Standings and, for barrel racers, the 2014 WPRA Pro Rodeo Standings (as referenced in
item 1.B of these ground rules) in their respective event that entered Puyallup, WA. Sub stitutions
will be taken through PROCOM.
B. Once confirmation of intent to compete has been made, the following turn out fines will apply:
Notified turn out prior to 5:00 PM September 4 $ 1,000.00
Notified turn out after 5:00 PM September 4 $ 2,000.00
Non-notified turn out $ 3,000.00

A. All qualified contestants are required to complete a Champions Challenge Contract in order to be
eligible to enter and compete at any 2014 Champions Challenge Event. Contracts will be available
online at www.prorodeo.org under member self-services and are available for online submission.
Qualified contestants will also be required to confirm competition participation by calling PROCOM
for each and every 2014 Champions Challenge event as listed in the Pro Rodeo Sports News Business
Section.
B. Contestants who qualify in positions 1-7 who are not confirmed by the listed entry closing time as
printed in the PSN Business Section for each Champions Challenge Event will be automatically entered
by PROCOM and fined $150 per occurrence.
C. Contestants who qualify in the positions 8, 9, and 10 who do not confirm their intent to compete in a
Champions Challenge event by the listed entry closing time, will be contacted by PROCOM. If said
contestants accept and confirm entry at that time, they will be subject to a $50 fine
D. By the receipt of your signed contract to compete in the 2014 Champions Challenge, you agree to be
bound by the terms and conditions of these ground rules, the PRCA Properties Patch Sponsorship
Rules and Regulations and all other addenda and exhibits to these ground rules, the PRCA Bylaws and
Official Rodeo Rules, and for barrel racers, the WPRA Bylaws and Official Rodeo Rules, and any other
applicable rules, including all releases of liability set forth in those documents. In addition, All
Champions Challenge contestants will be required to sign a Champions Challenge specific liability
waiver prior to receiving their contestant back number.
E. Ten qualifiers (10 teams) in each event for the Champions Challenge shall be the top 7 contestants (7
teams) in the 2013 PRCA World Standings and the WPRA pro rodeo standings. The eighth qualifying
position will be filled by the 2013 host PRCA Rodeo event winner. The ninth qualifying position will
be filled by the 2014 Season PRCA World Standings Leader for each standard rodeo event (to be
determined 30 days prior to each Champions Challenge event). The tenth qualifying position will be
filled by the 2014 Wrangler Million Dollar Tour standings leader (to be determined 30 days prior to
each Champions Challenge event).
Should a contestant who qualifies for a position 1-7 resign from Champions Challenge participation
prior to the entry close of the first 2014 Champions Challenge Season Event, the declined position
shall then be filled by the next highest ranking contestant in the 2013 PRCA World Standings/WPRA
Pro Rodeo Standings.
After entries have closed for the first 2014 Champions Challenge Season Event, if a contestant
qualified in position 1-7 resign from Champions Challenge participation, that position, for each
champions challenge season event, will be filled by the next highest ranking contestant in the 2014
PRCA World Standings/WPRA Pro Rodeo Standings (as of 30 days prior to the Champions Challenge
Event). Should, a qualifying position be invalid due to an injury or resignation from participation or a
prior qualification, that qualifying positions will be filled by the 2014 PRCA World Standings/WPRA
Pro Rodeo Standings (as of 30 days prior to the Champions Challenge event).

F. Each person who qualifies and confirms his/her intent to compete must also complete and sign a
“Choice of Venue” form, and for barrel racers, the “WPRA Release and Waiver and Choice of Venue”
(contained in Addendums B and C respectively), and these documents must be received by the Rodeo
Secretary prior to the first scheduled competition in order to be eligible to compete. This has to be
completed for each and every 2014 Champions Challenge Event.
G. In the team roping, the 7 qualifying headers from the 2013 PRCA World Standings must rope with the
top 7 qualifying heelers from the 2013 PRCA World Standings. Any team roping qualifier 1-7 without
a designated partner will have a p artner assigned by Rodeo Administration, that determination made
by a random drawing. The 8th qualifying header position must rope with the 8th qualifying heeler and
so on to the 10th qualifying position. The team ropers who qualify in positions 1-7, based off of 2013
PRCA World Standings, are to de signate partners by completing a partner pledge by the conclusion of
the 2013 Wrangler National Finals Rodeo
H. Should there be a tie in any event for position #8, the previous year event venue champion, that
position will be determined by a random draw conducted by PROCOM. Should there be a tie for the
remaining final qualifying spot(s) in any event, only 10 will qualify, and the tie will be broken in favor
of those with the highest total official money won at PRCA and, for barrel racers, WPRA sanctioned
rodeos in that event during the 2014 Rodeo Year at PRCA-sanctioned rodeos which end on or before
30 days prior to the event. If still tied, the tie will be broken in favor of those with the highest total
(official & unofficial) money won at PRCA and, for barrel racers, WPRA sanctioned rodeos in that event
during the 2014 Rodeo Year at PRCA-sanctioned rodeos which end on or before 30 days prior to the
event. If still tied, PROCOM will do a random draw to determine the qualifier for the position.
I. Contestants will not be ranked for competition position as each position will be determined by
random draw.
H. Current health papers are required for all contestant horses and will be checked by Champions
Challenge Staff prior to entry onto grounds.
2. CONTESTANT INFORMATION
A. Check-In: Champions Challenge Contestants, Champions Challenge Stock Contractors and Champions
Challenge Officials are required to check in with the Rodeo Secretary for each Champions Challenge
Event. Specific Location and time will be published for each event in the long listings of the PSN
Business Section. All Champions Challenge personnel with the exception of Champions Challenge
contestants will be required to have an arena specific credential to be allowed on the competition
arena floor. Failure to attend contestant check-in will result in a fine of $250 per occurrence.
B. Autographs: All Champions Challenge Contestants after competition will be required to attend an
autograph session to be determined 30 days prior to each event. Contestants will be notified of the
autograph session location at the Event contestant meeting. Failure to attend the autograph session
will result in a fine of $250 per occurrence.
C. Contestant Stock Draw: Champions Challenge Riding and Timed Event contestants may be required
to participate in the contestant stock draw to be held following the contestant check-in and
contestant meeting. Riding Event Contestants will draw their stock from a set pen selected by the
respective Event Representative. Timed Event Contestants will draw their stock from a set pen
selected by the respective Event Representative. Failure to participate in the contestant stock draw
will result in a fine of $250 per occurrence.

D. Contestant Meeting & Group Photo: A Contestant meeting and Group Photo will follow contestant
check-in and is a required event function. Contestant Back Numbers will be distributed at the
contestant meeting. All other personnel credentials will be available at the rodeo grounds with the
rodeo secretary. Contestants are to be dressed in PRCA/WPRA-rodeo-arena attire for photographs
taken during and immediately following the contestant meeting. Failure to attend the meeting or
participate in the group photo will result in a fine of $250 per occurrence.
E. Tickets: Contestants and stock contractors will receive no more than one free ticket for each
performance to be picked up at the rodeo secretary ’s office.
F. Hazers: Steer Wrestling contestants are to report the name of their hazer to the Rodeo Secretary at
the time of check-in. Any hazer who is not already a contestant must have a back number and is
required to sign all releases and any other required documents. The back number entitles only that
person access to the arena area.
G. PRCA & Event Patches: Two PRCA patches and Two Champions Challenge patches will be distributed
at the time of check-in and at least 1 PRCA patch and 1 Champions Challenge patch must be worn at
all times in the arena and at all Champions Challenge related functions. For the barrel racers, two
WPRA patches and two Champions Challenge patches will be distributed at the time of check-in and
at least 1 WPRA patch and 1 Champions Challenge patch must be worn at all times in the arena and
at all Champions Challenge related functions. Failure to wear and both the PRCA & Event Patch will
result in a fine of $250 per occurrence.
H. Team Sponsor Patches: All Team Sponsored qualifiers are required to wear a minimum of (2) two
Team Sponsor patches as well as a color designated Team Sponsor shirt. Team Sponsor patches may
be worn in any available position that is approved under the PRCA Patch Program Rules and
Guidelines. All CC and Team Sponsor patches will not count against the qualifiers allotment of regular
PRCA Patch Program sponsors. Failure to wear Team Sponsor patches will result in a fine of $250 per
occurrence.
3. LIVESTOCK
A. Stock must be inspected by the Livestock Superintendent at time of arrival and must be accompanied
by current certified veterinary health papers and certificates as required by the law of the state in
which the Champions Challenge is being held. No sick, sore, lame, or injured animal will be accepted
or paid for. This includes any animal with a wound which, at the PRCA ’s sole discretion, is cosmetically
questionable. Any bull requiring tipping of horns shall subject stock contractor to a fine of $100 per
horn needing attention.
B. In accordance with Rule R8.13.1.3 of the PRCA Rulebook, all riding event livestock must have an
ownership brand of the PRCA-member S tock Contractor furnishing the livestock. Failure to do so will
result in a fine for each animal not so branded.
C. No horse or bull on which a bareback rigging, saddle, or bull rope normally cannot be placed and/or
cinch pulled prior to being loaded in the chute will be eligible for the Champions C hallenge. If such
animal is brought, and thus causes a delay in production, the stock contractor may be fined.
D. Each respective Event Representative shall notify PROCOM of the Selected Livestock Pens no later
than 5:00 PM (Mountain Time) of the day of each entry closing. Contestants will draw thei r animals
at the contestant stock draw as reference in 2.C.

E. Top Stock Bonus: Wrangler will be awarding a bonus of $1000 to the top scoring livestock in each of
the riding events. This bonus will be paid directly to the PRCA Stock Contractor of Record from PRCA
Properties following the event.
4. GENERAL
A. Official Rodeo: Per Rule R1.6.2.1 of the PRCA Rulebook and, for barrel racers, WPRA rule 10.4.1.8
each Champions Challenge Event will be counted as an “Official Entry” rodeo unless contestant
designates it as an “Unofficial Entry Rodeo” at time of competition confirmation or unless contestant
has previously met the maximum number of allowable “Official Entry” rodeos.
B. Championship Points. All prize money earned at each Champions Challenge Event will count as
Championship Points in accordance with Bylaw B12.1.1 of the PRCA Rulebook and, for barrel racers,
rule 14.1 of the WPRA Rulebook and will be applied to 2014 PRCA World Standings and, for barrel
racers, 2014 WPRA pro rodeo standings, unless contestant designated the Champions Challenge
Event as an "Unofficial Entry Rodeo" at time of entry.
C. NO CIRCUIT POIN TS. Dollars won at the Champions Challenge Event will not count toward circuit
standings.
D. Doctor Releases: ONLY Valid doctor releases will be accepted. Should it be necessary to doctor
release, contestants are to follow procedures outlined in Part 7 of the PRCA Rulebook and, for barrel
racers, Ch apter 10 of the WPRA Rule Book. Failure to follow those procedures will result in fines
pursuant to Section 5B of these Ground Rules. A contestant using the doctor release procedure shall
also be subject to the ineligibility periods as set forth in the PRCA Rule Book.
E. Determination of Event Champ ion/Event Winners: The Event Champion will be that person who has
the highest score or fastest time at the conclusion of the Event. In case of a tie the Event Champion
will be determined from crowd/audience selection.
F. Victory Lap: The event winner for each performance should be prepared to take a victory lap following
their event. Failure to take the victory lap or to be available for introduction following the
performance may result in a fine of $250 per violation.
G. All Contestants Introduced: All contestants should be prepared to be introduced during opening
ceremonies or during closing ceremonies immediately following the introduction of the winners of
each event. Failure to be available for this contestant introduction will subject contestant to a fine
of $250 per occurrence.
H. Patch Sponsorships: No Champions Challenge participant may wear or display in the Competition
Arena o r anywhere during the promotion of the Champions Challenge (including the areas behind the
chutes and the moat, any special event, autograph session or interviews, etc.) any patch or Signage
(as defined in the “Rules and Regulations Governing Advertising in an Arena”) which is in conflict with
P RCA’s and/or Professional Rodeo Cowboys Association Properties, Inc.’s National Sponsors.
I. Back Numbers: Each contestant will be furnished with a Champions Challenge back number, which
must be worn and displayed in its entirety at all times when in the Competition Arena. If a contestant
has an existing patch sponsorship involving the cantle/yoke of the shirt, then that contestant may
wear the Champions Challenge back number immediately below the existing cantle/yoke patch. If a
contestant elects to wear a protective vest or jacket, then that contestant must wear the Champions
Challenge b ack number in the same location on the vest or jacket. Failure to wear the assigned

Champions Challenge back number will result in a fine of $250 per occurrence and/or disqualification
from the Champions Challenge Event.
5. TURN OUT OR DOCTOR REL EASE SUBSTITUTIONS PRIOR TO COMPETITION
A. If after confirmation of event participation a contestant is unable to compete due to a valid doctors
release, the next contestant in the 2014 PRCA World Standings and, for barrel racers, the 2014 WPRA
pro rodeo standings (as referenced in 1.C of these grou nd rules) in the event will fill the position. The
injured contestant will then be eligible for further competition at future Champions Challenge events
upon the expiration of the applicable doctor release. Contestants must notify PROCOM of any doctors
release.
B. If after confirmation of event part icipation a contestant is unable to compete due to a valid
emergency such as a cancelled flight, extreme weather conditions preventing travel, etc., the next
contestant in the 2014 PRCA World Standings and, for the barrel racers, the 2014 WPRA pro rodeo
standings (as referenced in 1.C of these groun d rules) in the event will fill the position. The emergency
released contestant will then be eligible for further competition at future Champions Challenge
events upon the receipt of appropriate documentation validating emergency. Contestants must
notify PROCOM of any emergency release.
C. If after confirmation of event participation a contestant turns out of a Champions Challenge event,
that contestant will not be eligible to compete for the remainder of the Champions Challenge current
season. In this case, the competition position will be filled by the next contestant in the 2014 PRCA
World Standings and, for barrel racers, the 2014 WPRA pro rodeo standings (as referenced in 1.C of
these ground rules) in the event.
D. Once confirmation of intent has been made the following release consequences/fines will apply:

8. TIMED EVENTS
A. Stock selection: Cattle used in the timed events sh all be selected by the Champions Challenge host
PRCA Rodeo Committee, with the approval of the respective Event Representatives. For each pen of
cattle, 2 extras must be designated.
B. Timed Event contestants will enter and exit the arena as directed by the Arena Director.
C. No more than one man in the box if so requested by contestant.
D. Only one horse in the box.
E. A contestant must have hat on head while in box, with no assistance in keeping on or taking off said
hat by another person.
F. The judges have the authority to designate a replacement for an animal fighting or sulking in the
ch ute.
G. Time limits (not including penalties):

I. If a timed event animal escapes the chute prior to the contestant calling for him, that contestant will
automatically receive the first extra and will compete on that animal in the performance. The
originally drawn animal will remain in the herd.
J. In the Tie-Down Roping Event, only 1 loop per contestant will be permitted.
K. In the Team Roping Event, only 2 loops per team will be permitted.
L. In the Steer Wrestling, only 1 jump per contestant will be permitted.
9. RIDING EVENTS
A. Two judges will be used to score each ride and half points will be used.
B. Stock selection: Stock for the Champions Challenge will be selected by each respective Event
Representative, the host PRCA Event Committee, the Primary Stock Contractor and the Stock
Contractor Executive Council. Selected stock must be submitted to PROCOM no later than 5PM
(Mountain Tim e) on the day of entries closing for each respective 2014 Champions Challenge Event.
C. Pens must be set to have a minimum of 4 animals with the same delivery designation.
D. No bareback or saddle bronc with a history of having to be pulled out of the chute will be used for the
Champions Challenge.
E. If a Stock Contractor or Stock Contractor's flankman is not ready when called, the Chute Boss (in
agreement with the Judges) or the Judges may fine the Stock Contractor. For flankmen, the definition
of "ready when called" means he/she must have the flank adjusted, gloves on if used, and ready whe n
previous animal (flag/sponsor horse) leaves the arena or as instructed by the chute boss and/or
judges.
1. The Chute Boss has the authority to assign a flankman in the absence of the livestock owner or
his designated flankman.
F. Once pens have been set, there will be no changing of those pens unl ess the changes conform to the
Champions Challenge Ground Rules. Any changes on delivery must be by mutual agreement of a
Riding Event Representative, livestock owner, or his representative and the chute boss or arena
director.
G. Any turned-out animal shall be considered the first re-ride animal. S hould there be more than one
turned-out animal, an order will be drawn. If more re-rides are required, the designated re-ride(s) will
be used. Should more re-rides be needed than those available, 1/3 of the animals from the short goround
pen can be featured and additional re-rides necessary will be drawn from that finals pen.

A. By entering to compete in the 2014 Justin Boots Championships ( “CHAMPIONSHIPS”) to be held in Omaha, Nebraska September 25-26, 2014, you agree to be bound by the terms and conditions of these ground rules, the CHAMPIONSHIPS Patch Sponsorship Rules Addendum and all other Addenda and Exhibits to these Ground Rules, the PRCA Bylaws and Official Rodeo Rules, an d for
barrel racers, the WPRA Bylaws and Official Rodeo Rules, and any other applicable rules, including all releases of liability set forth in those documents. In addition, All CHAMPIONSHIPS contestants will be required to sign a CHAMPIONSHIPS specific liability waiver prior to receiving their cont estant back number.
B. Twenty-four qualifiers (24 teams) in each event for the CHAMPIONSHIPS shall be the top 24 contestants (24 teams) in the 2014 PRCA World Standings (including any official money won at any PRCA-sanctioned rodeo that ends on or before September 21, 2014) and the WPRA pro rodeo st andings. Each person who qualifies and confirms his/her intent to compete must also complete and sign “PRCA Release and Waiver and Choice of Venue” form, and for barrel racers, the “WPRA Release and Waiver and Choice of Venue” (contained in Exhibits A and B respectively), and these
documents must be received by the Rodeo Secretary prior to the first scheduled competition in order to be eligible to compete.
C. In the team roping, the top 24 qualifying headers must rope with the top 24 qualifying heelers. Team ropers are to designate partners when calling PROCOM to confirm competition (s ee item 1.F.). Should there be a discrepancy in partner designation; the latest confirmation to PROCOM will be accepted. Any team roping qualifier without a designated partner will have a partner assigned by Rodeo Administration, that determination made by a random drawing.
D. Should there be a tie for the final qualifying spot(s) in any event, only 24 will qualify, and the tie will be broken in favor of those with the highest total money won (unofficial & official combined) at PRCA and, for barrel racers, WPRA sanctioned rodeos in that event during the 2014 Rodeo Year at PRCA-sanctioned rodeos which end on or before September 21, 2014. E. With the exception of the team roping (see item 1.F) rankings coming into the CHAMPIONSHIPS will be from highest to lowest, per the 2014 PRCA World Standings and, for barrel racers, WPRA pro rodeo standings (as referenced in 1.B of these ground rules)
F. In the team roping, once all headers and heelers are ranked by using the procedure outlined above, the ranking of the team will be determined as follows: the number one header and the number one heeler will pull their partners to assume the first place or second place ranking, with that determination based on the official 2014 PRCA World Standings (as referenced in 1.B of these ground rules). This procedure will continue until all teams are ranked.
G. COMPETITION CONFIRMATION. The top 24 contestants (24 teams) must confirm intent to compete by calling PROCOM from 12:00 PM (Mountain Time) Monday, September 22, 2014 to 12:00 PM (Mountain Time) Tuesday, September 23, 2014. Contestant must be Financially Eligible and Competition Eligible at time of entry closing.
H. The top 24 contestants (24 teams) not confirmed by 12:00 PM (Mountain Time) Tuesday, September 23, 2014 will be fined $100.
I. TRADES. Championship contestants will be allowed to trade positions. Trade deadline will be 5PM (Mountain Time) Wednesday, September 24, 2014.
J. All those who are not residents of Nebraska will be subject to Nebraska State Withholding Tax.
K. Current health papers and coggins papers are required for all contestant horses and will be checked by CHAMPIONSHIPS Staff prior to entry onto grounds.
2. CONTESTANT INFORMATION A. Check-In: CHAMPIONSHIPS Contestants, CHAMPIONSHIPS Stock Contractors, CHAMPIONSHIPS Officials and CHAMPIONSHIPS Contract Personnel are required to check in at the Rodeo
Secretary ’s office (or designated area determined by the Rodeo Secretary) between the hours of 1:00 P.M. and 2:00 P.M. on the day of each performance. (Contract Personnel please note: This check-in time is in addition to any contractual requirements of the Production Manager.) At that time each contestant will receive a packet of information and credentials. Failure to check in during this time will result in a $250 fine. All CHAMPIONSHIPS personnel with the exception of CHAMPIONSHIPS contestants will be required to have an arena specific photo card to be allowed
on the competition arena floor.
B. Ti ckets: Contestants and stock contractors will receive no more than one free ticket for each performance to be picked up at the rodeo secretary’s office.
C. Hazers: Steer Wrestling contestants are to report the name of their hazer to the Rodeo Secretary at the time of check-in. Any hazer who is not already a contestant must have a back number and is required to sign all releases and any other required documents. The back number entitles only that person access to the arena area.
D. Meeting Rehearsal: CHAMPIONSHIPS Contestants, CHAMPIONSHIPS Stock Contractors, CHAMPIONSHIPS Officials and CHAMP IONSHIPS Contract Personnel are required to attend a meeting and rehearsal, scheduled for 2:00 P.M. the day of each performance. Contestants are to be dressed in PRCA-rodeo-arena attire for photographs taken during and immediately following the contestant rehearsal. Failure to attend the meeting and the rehearsal shallresult in a $250 fine for each event missed.
E. Stalls: Stalls will not be provided onsite. Stalls are available in several locations in the greater Omaha area. See PSN for exact locations. All contestant horses must be removed from the grounds no later than 11:30 p.m. each night following each performance. Failure to do so shall constitute a $500 fine per horse left on the grounds past the deadline.
F. Parking: One parking pass per CHAMPIONSHIPS contestant will be provided. All vehicles improperly parked on property (on sidewalks, grass or in fire lanes as deemed by facili ty management or the Omaha Police) will be towed at owner’s expense.
G. Horses: All horses must be removed from the CenturyLink Center Omaha Arena no later than 11
p.m. each day. Failure to do so shall constitute a $500 fine per horse left in the building past the
deadline. An outdoor warm-up aren a will be provided for contestant horses. Per facility
management, horses are not allowed on sidewalks or grass areas.
H. PRCA Patches: Two PRCA patches will be distributed at the time of check-in and must be worn at
all times in the arena. For the barrel racers, two WPRA patches will be distributed at the time of
check-in and must be worn at all times in the arena.
3. LIVESTOCK
A. CHAMPIONSHIPS Stock contractors must arrive with livestock at livestock housing facility after 1
p.m. on Tuesday, September 23, 2014 and no later than 12 p.m. on Wednesday, September 24,
2014. If livestock arrives a fter the deadline, the stock contractor who is supplying that stock will
be assessed a single fine of $500.
B. Stock must be inspected by the Livestock Superintendent at time of arrival and must be
accompanied by current certified veterinary health papers and certificates as required by the law
of t he state in which the CHAMPIONSHIPS is being held. No livestock will be accepted until such
time as the required health papers and certificates are made available to the Livestock
Superintendent. If that results in livestock acceptance beyond the delivery deadlines, fines will be
issued according to paragraph 3.A above. No sick, sore, lame, or injured animal will be accepted
or paid for. This includes any animal with a wound which, at the PRCA’s sole discretion, is
cosmetically questionable. Any bull requiring tipping of horns shall subject stock contractor to a
fine of $100 per horn needing attention.
C. A mandatory inspection will occur at 1 p.m. on Wednesday, September 24, 2014.
D. In accordance with Rule R8.13.1.3 of the PRCA Rulebook, all riding event livestock must have an
ownership brand of the PRCA-member Stock Contractor furnishing the livestock. Failure to do so
could result in a fine for each animal not so branded.
E. All livestock must be removed by 10:00 a.m. on Sunday, September 28, 2014 which is the day
immediately following the last performance. Failure to abide by this deadline will result in a $500
fine.
F. No horse or bull on which a bareback rigging, saddle, o r bull rope normally cannot be placed
and/or cinch pulled prior to being loaded in the chute will be eligible for the CHAMPIONSHIPS. If
such animal is brought, and thus causes a delay in production, the stock contractor will be fined
$250 for the first offense with that fine progressively doubling.
G. Stock contractors are to provide their own feed and watering containers and are responsible for
feeding and watering their own livestock.
H. RANK AWARD. A nightly Rank Award will be given to the highest scoring animal in each of the
rough-stock events. Stock Contractors winning the Rank Award wil l be required to attend the
buckle presentation ceremony at the Hilton Omaha starting at 10:00 PM on Thursday, September
25, 10:30 P.M. on Friday, September 26 to receive their cash award.

4. GENERAL
A. Official Ro deo: Per Rule R1.6.2.1 of the PRCA Rulebook and, for barrel racers, WPRA rule 10.4.1.8
the CHAMPIONSHIPS will be counted as an “Official Entry” rodeo unless contestant designates it
as an “Unofficial Entry Rodeo” at time of competition confirmation or unless contestant has
previously met the maximum number of allowable “Official Entry” rodeos.
B. Prize Money to Count toward Standings: All prize money earned at the CHAMPIONSHIPS will count
as Championship Points in accordance with Bylaw B12.1.1 of the PRCA Rulebook and for barrel
racers, rule 14.1 of the WPRA Rulebook and will be ap plied to 2014 PRCA World Standings and,
for barrel racers, 2014 WPRA pro rodeo standings, unless contestant designated the
CHAMPIONSHIPS as an “Unofficial Entry Rodeo” at time of entry.
C. NO CIRCUIT POINTS. Dollars won at the CHAMPIONSHIPS will not count toward circuit standings.
For the barrel racers, the CHAMPIONSHIPS will not count as one of the required circuit rodeos.
D. Conflict with the Wrangler Champions Challenge Finale: Any CHAMPIONSHIPS contestant, who
has qualified for the Wrangler Champions Challenge Finale (FINALE) event and is scheduled to
compete at another rodeo adding $3 ,000 or more on the same day as the FINALE, will be moved,
if possible, at the second rodeo in accordance with procedures outlined in Rule R2.10.2 of the
PRCA Rulebook OR be drawn out of any conflicting rodeo by contacting PROCOM prior to the
turnout deadline of the conflicting rodeo. For the barrel racers, any CHAMPIONSHIPS WPRA
contestant, who has qualified for the Wrangler Champions Challenge Finale, will be moved, if
possible at the second rodeo in accordance with rule 10.6.2 of the WPRA Rule Book. WPRA
Contestants who have not qualified for the Wrangler Champions Challenge Finale will not be
moved, nor will they be required to participate in any functions on or after the Friday night
performance.
E. Doctor Releases: Valid doctor releases will be accepted. Should it be necessary to doctor release,
contestants are to follow procedures outlined in Part 7 of the PRCA Rulebook and, for b arrel
racers, Chapter 10 of the WPRA Rule Book. Failure to follow those procedures will result in fines
pursuant to Section 5B of these Ground Rules. A contestant using the doctor release procedure
shall also be subject to the ineligibility periods as set forth in the PRCA Rule Book.
F. Determinatio n of Event Champion/Event Winners: The Event Champion will be that person/team
who has the fastest time or highest score.
G. Victory Lap: The event winner for each performance must be prepared to take a victory lap
following their event. In addition, all event winners for each performance are to be prepared to
be introduced either in the arena or on the stage, as requested by Production Manager,
immediately following the last bull rider. Failure to take the victory lap or to be available for
introduction following the performance will result in a $100 fine for each violation.
H. All Contestant s Introduced Each Performance: All contestants will be introduced during opening
ceremonies or during closing ceremonies immediately for each performance. Failure to be
available for this contestant introduction will subject contestant to a $100 fine for each offense.
I. Autograph Sessions: All CHAM PIONSHIPS contestants are required to participate in an autograph
sessions following each performance, in which they compete, unless excused due to injury. Failure
to participate in the autograph session shall result in an initial $250 fine, that fine doubling
progressively for each reported offense thereafter.

J. Patch Sponsorships: No CHAMPIONSHIPS participant may wear or display in the Competition
Arena of the CHAMPIONSHIPS (including the areas behind the chutes and the moat) any patch or
Signage (as defin ed in the “Rules and Regulations Governing Advertising in an Arena”) which is in
conflict with PRCA’s and/or Professional Rodeo Cowboys Association Properties, Inc.’s National
Sponsors. Participants will be notified at the CHAMPIONSHIPS contestant meeting of any
CHAMPIONSHIPS Patch Sponsorsh ip Rules that more specifically apply to the CHAMPIONSHIPS.
For the barrel racers, see WPRA Rule #19.1.1 and Exhibit B.
K. Back Numbers: Each contestant will be furnished with a CHAMPIONSHIPS back number, which
must be worn and displayed in its entirety at all times when in the Competition Arena. If a
contestant has an existing patch sponsorship involving the cantle/yoke of the shirt, then that
contestant may wear the CHAMPIONSHIPS back number immediately below the existing
cantle/yoke patch. If a contestant elects to wear a protective vest or jacket, then that contestant
must wear the CHAMPIO NSHIPS back number in the same location on the vest or jacket. Failure
to wear the CHAMPIONSHIPS back number in its entirety as outlined above will result in a fine of
$1000 for the first offense, $2000 for the second offense, $4000 for the third offense, and
disqualification from the CHAMPIONSHIPS for the fourth and subsequent offense. A contestant
may be fined without warning and may be subject to immediate disqualification if the offense
takes place during any round. If a contestant distributes his/her back number to another
individual for use or admission into the event, a fine of $250 per incident will be levied.
L. Honest Effort: All contestants competing in a performance must give an honest effort. If it is
determined by a unanimous vote of all Officials assigned to officiate that event that a contestant
did not give an honest effort, he/she will be (i) disqualified from the go ro und in which the
violation occurred and any remaining go rounds, (ii) disqualified from contention for the average
payoff in the event for which that contestant did not give an honest effort and (iii) assessed a fine
in the amount of $500. For purposes of this ground rule, whether a contestant gives an honest
effort will be determined as follows:
1. Riding Events: In the riding events, a contestant who fails to ride, using appropriate
equipment, his horse or bull out of the chute (except in the case of a stalling animal or
unless the Officials rule the contestant was fouled coming out of the c hute) shall
automatically be deemed not to have given an honest effort. Specifically, the bareback
riding contestant must have his hand in the rigging and seated on the horse until the
inside shoulder of the horse crosses the plane of the chute gate; the saddle bronc riding
contestant must have feet in the stirrups, seat in the saddle and rein in his hand when the
inside shoulder of the horse crosses the plane of the chute gate; and the bull riding
contestant must have his hand in bull rope with wrap taken and seated on the bull when
the inside shoulder of the bull crosses the plane of the chu te gate. Once the contestant
has ridden the horse/bull/ out of the chute, it is the sole responsibility of the Officials to
determine whether a contestant gives an honest effort. In making this determination,
Officials should consider whether the contestant has made a good faith effort to complete
h is ride.
2. Tie-Down Roping, Steer Wrestling, Team Roping: In the timed events a contestant who
fails to ride, using appropriate equipment, his horse across the score line (unless the
Officials rule he was fouled leaving the box) shall automatically be deemed not to have
given an honest effort. Once the contestant has ridden his horse across the score line, it
is the sole responsibility of the Officials to determine whether a contestant gives an

honest effort. In making this determination, Officials should co nsider whether the
contestant has made a good faith effort to successfully complete the event and record a
time.
M. Foul Language: Any contestant using foul language in the arena, either audibly or by obviously
mouthing the words, will be fined in accordance with Bylaw B10.3.6, of the PRCA Rulebook,
Conduct Detrimental to Public Image and, for barrel racers, the WPRA Rule book will be assessed
a minimum initial fine of $1,000, that fine doubling progressively for each offense thereafter.
N. Buckle Presentation: Go-round event winners each evening will be required to attend a buckle
presentatio n ceremony at 10 pm, Thursday, September 25, 10:30 P.M. on Friday, September 26
at the Hilton Omaha. Failure to participate shall result in an initial fine of $250.00 to progressively
double for each violation thereafter.
O. Misuse of Syringes: Anyone found misusing syringes and/or needles and/or no t placing them in
the provided disposal containers will be fined $1,000 for the first offense, that amount
progressively doubling with every offense thereafter.
5. TURN OUT OR DOCTOR RELEASE SUBSTITUTIONS PRIOR TO COMPETITION
A. If for any reason a contestant is unable to compete, the next contestan t in the 2013 PRCA World
Standings and, for barrel racers, the 2013 WPRA pro rodeo standings (as referenced in 1.B of these
ground rules) in the event will be substituted. Substitutions will not be allowed once the first goround
starts.
B. Once confirmation of intent to compete has been made, the fo llowing turn out fines will apply:
Notified turn out prior to 5:00 PM September 24 $ 1,000.00
Notified turn out after 5:00 PM September 24 $ 2,000.00
Non-notified turn out $ 3,000.00
Notification of turn outs must be called into PROCOM during their regular business hours. All
turnout deadline times are Mountain Time.
6. TURN OUT OR DOCTOR RELEASE AFTER START OF COMPETITION
A. A non-valid turn out after competing at the CHAMPIONSHIPS will result in disqualification, loss of
monies won, and $3,000 fine.
B. Injured Contestant Offered Re-ride or Extra: If a contestant is injured and requires the a ttention
of the official CHAMPIONSHIPS Medical Staff, the doctor will determine if the contestant is
capable of competing. He/she must inform the judges of his decision to accept a re-ride or extra.
That re-ride or extra must be taken before the end of the performance. If the injury occurs to the
fi nal contestant in the event, and the doctor rules he is capable of competing, the contestant must
inform the judges of his decision regarding the acceptance of a re-ride or the extra, and must be
ready when called. It will be the chute boss’s decision when the re-ride or rerun will be taken if
ani mals are not available.

7A. PRCA FORMAT
A. CHAMPIONSHIPS will be one go-round, 2 performances. The contestant with the fastest time/
highest score in each respective competition event during each performance, that has not already
qualified, may advance to the Wrangler Champions Challenge Finale Event held on Saturday,
September 27.
1. If the contestant that qualifies to advance to the FINALE is unable to compete or declines
the position, the contestant with the next fastest time/highest score may advance.

10. TIMED EVENTS
A. Stock selection: Cattle used in the timed events shall be selected by the CHAMPIONSHIPS Arena
Director, with the approval of the respective Event Representatives. Each respective Event
Representative (or duly appointed designee) shall select the cattle to be used for the Semi-Finals
and Finals, subject to final approval of the Director of Rodeo Administration and CHAMPIONSHIPS
Arena Director.
B. Any contestant who circles in the arena at any time will be fined $100.
C. If a contestant is not ready when called, Chute Boss, in agreement with the Officials, or the
Officials may fine contestant $250 for first the offense, that fine progressively doubling with each
subsequent offense. By definition, “ready when called” shall mean that the contestant must be
riding into the box when the previous animal leaves the arena. If a contestant has a fair
opportunity after entering the box to compete and does not call for his competition animal,
delaying the production of the rodeo, the same ruling w ill apply.
D. Rattling the gates in the Timed Events chutes (to get horse to score) will result in a $250 fine to
be progressively doubled thereafter to the person doing the rattling and/or the contestant
involved. The Chute Boss will determine who is to be fined.
E. Timed Event contestants will ent er and exit the arena as directed by the Arena Director.
F. No more than one man in the box if so requested by contestant.
G. Only one horse in the box.
H. A contestant must have hat on head while in box, with no assistance in keeping on or taking off
said hat by another person.

I. The judges have the authority to designate a replacement for an animal fighting or sulking in the
chute.
J. Time limits (not including penalties):
Tie-Down Roping: 25 seconds
Steer Wrestling: 60 seconds
Team Roping: 30 seconds
K. T ie-Down Roping: The Optional Tie-Down Roping ground policy as set forth in R11.6.5 of the PRCA
Rulebook will be in effect.
L. Tie-down animals will be tied prior to the first go-round only. Tie-down animals selected for the
semifinals and finals may be tied again in agreement with the PRCA Tie-Down Event
Representative and Director of Rodeo Administration.
M. If a timed event animal escapes the chute prior to the contestant calling for him, that contestant
will automatically receive the first extra and will compete on that animal in the performance. The
originally drawn animal will remain in t he herd.
N. Unruly or unmanageable animals, including contestants’ horses, that endanger CHAMPIONSHIPS
personnel, contestants or spectators, or that disrupt the production of the CHAMPIONSHIPS, may
be disqualified by the Officials from further use.
O. The Arena Director shall designate a time for extras in each of the timed events to be run.
P. Headers who drop their rope after completing will be fined $100 for the first offense, with that
fine progressively doubling with each additional offense.
Q. Horse handlers and helpers for the tie-down roping, steer wrestling, and team roping events c an
bring the horses as far forward as the tie-down animal pens, but will not be allowed past the area
or in the box. Only CHAMPIONSHIPS contestants and personnel are allowed in the box or past
the holding pens. Failure to abide by this rule will result in a fine to the contestant of $100 for the
fir st offense, that fine progressively doubling with each subsequent offense. This rule is to be
enforced by the Timed Event Chute Boss.
R. In the Team Roping Event, only 2 loops per team will be permitted.
11. RIDING EVENTS
A. Two judges will be used to score each ride.
B. Stock selection: Stock for t he CHAMPIONSHIPS will be selected by the host committee with the
approval of the Event Representative, subject to the final approval of the Director of Rodeo
Administration and the Production Manager.
C. If pens are not available by the designated draw time, pens will be set by the Director of Rodeo
Administration, the Production Manager, or their appointed representatives. Pens must be set
to have a minimum of 4 animals with the same delivery designation.
D. No bareback or saddle bronc with a history of having to be pulled out of the chute will be available
for the CHAMPIONSHIPS.

E. All riding event livestock selected for CHAMPIONSHIPS must be bucked or in the re-rides at least
once at the CHAMPIONSHIPS with the exception of those animals which may be injured or sick,
provided livestock selection proc edure remains the same as is currently being used.
F. If a contestant is not ready when called, Chute Boss, in agreement with the Officials, or the
Officials may report contestant. The fine will be $250 for first offense, that fine progressively
doubling with each subsequent offense. Likewise, if a Stock Contractor or Stock Contractor’s
flankman is not ready when called, Chute Boss, in agreement with the Officials, or the judge may
fine the Stock Contractor $250 for the first offense, that fine progressively doubling with each
subsequent offense. For clarification, this shall be called by an d enforced by the judges. For
purposes of these Ground Rules, “ready when called” shall be defined as:
For contestants, the definition of "ready when called" shall be:
Bareback Riding: Contestant must be over horse with hand in rigging when previous horse leaves
the arena. If a contestant has a fair opportunity to compete and does not call for his competition
animal, delaying the production of the rodeo, the same ruling will apply.
Saddle Bronc Riding: Contestant must have horse cinched (front & rear) with rein measured, and
be in the chute, mounting the horse when the previous horse leaves the arena. If a contestant has
a fair opportunity to compete and does not call for his competition animal, delaying the
production of the rodeo, the same ruling will apply.
Bull Riding: Contestant must be pulling rope when previous bull leaves the arena. If a contestant
has a fair opportunity to compete and does not call for his competition animal, delaying the
production of the rodeo, the same ruling will apply.
G. The Chute Boss has the authority to assign a flankman in the absence of the livestock owner or
his designated flankman.
H. A contestant may compete on the same animal in the Champions Challenge Finale that he
competed on in the Justin Boots Championships.
I. Should an animal refuse to be loaded into the chute, thus putting the production in jeopardy, the
Livestock Superintendent can declare that animal unruly and dismiss it from that performance. In
that case, the contestant with that animal drawn will be given a re-ride.
J. The final decision regarding if, when and/or how an animal is tied in belongs solely to the Riding
Event Chute Boss.
K. The length of the flank latigo on horse flanks shall be no longer than nine feet (9 ’). Failure to
adhere to this shall result in the stock contractor being fined $100 for the first offense, with that
fine doubling progressively for each offense thereafter.
L. Unruly or unmanageable animals that endanger CHAMPIONSHIPS personnel, contestants, or
spectators, or that disrupt the pro duction of the CHAMPIONSHIPS, may be disqualified by the
Officials from further use.
M. Once pens have been set in a go-round, there will be no changing of those pens unless the changes
conform with the CHAMPIONSHIPS Ground Rules. Any changes on delivery must be by mutual
agreement of a Riding Event Representative, livestock owner, or his representative, and the Chute
Boss.

N. If a drawn animal is turned out for any reason, that animal will become a part of the re-ride pen
for that performance and, if necessary to use, will be the first re-ride in the re-ride order. In the
semi-finals or fina ls, if the next highest qualifier is advanced because of a doctor release by a
qualifier, that replacement qualifier will take the animal originally drawn by the qualifier.

Wrangler Champions Challenge presented by Justin Boots
1. QUALIFIERS
A. All qualified contestants are required to complete a Champions Challenge Contract in order to be
eligible to enter and compete at any 2014 Champions Challenge Event. Contracts will be available
online at www.prorodeo.org under member self-services and are available for online submission.
Qualified contestants, with the exception of the 11th and 12th position qualifiers, will also be required
to confirm competition participation by calling PROCOM for the 2014 Champions Challenge Finale
Event to be held in Omaha, NE on September 27, 2014 (FINALE) as listed in the Pro Rodeo Sports News
Business Section and 1.B. of these ground rules.
B. COMPETITION CONFIRMATION: Contestants qualified for positions 1 – 10 in each event must confirm
intent to compete by calling PROCOM from 12:00 PM (Mountain Time) Wednesday, September 3,
2014 to 12:00 PM (Mountain Time) Thursday, September 4, 2014. Contestants must be Financially
Eligible and must be Competition Eligible at time of entry closing.
C. Contestants who qualify in positions 1-7 who are not confirmed by the listed entry closing time as
printed in the PSN Business Section for the FINALE will be automatically entered by PROCOM and
fined $150 per occurrence.
D. Contestants who qualify in the positions 8, 9, and 10 who do not confirm their intent t o compete for
the FINALE by the listed entry closing time, will be contacted by PROCOM. If said contestants accept
and confirm entry at that time, they will be subject to a $50 fine.
E. By the receipt of a signed contract to compete in the FINALE, contestants agree to be bound by the
terms and condi tions of these ground rules, the PRCA Properties Patch Sponsorship Rules and
Regulations and all other addenda and exhibits to these ground rules, the PRCA Bylaws and Official
Rodeo Rules, and for barrel racers, the WPRA Bylaws and Official Rodeo Rules, and any other
applicable rules, including all releases of liability set forth in those documents. In addition, All FINALE
contestants will be required to sign a FINALE specific liability waiver prior to receiving their contestant
back number.
F. Twelve qualifiers (12 teams) in each event for the FINALE shall be the top 7 contestants (7 teams) i n
the 2013 PRCA World Standings and the WPRA pro rodeo standings. The eighth qualifying position
will be filled by the 2013 host PRCA Rodeo event winner. The ninth qualifying position will be filled
by the 2014 Season PRCA World Standings Leader for each standard rodeo event (to be determined
30 day s prior to each Champions Challenge event). The tenth qualifying position will be filled by the
2014 Wrangler Million Dollar Tour standings leader (to be determined 30 days prior to each
Champions Challenge event). The eleventh qualifying position will be filled by the contestant with
the fastest ti me/highest score in each respective competition event from the Thursday, September
25 performance. The twelfth qualifying position will be filled by the contestant with the fastest
time/highest score in each respective competition event from the Friday, September 26 performance.
a. If the contestant (s) who qualifies to advance to the FINALE is unable to compete or declines
the position, the contestant(s) with the next fastest time/highest score may advance.
b. In the case of a tie or if there are no qualified scores/times, the qualifying position will be
determined as follows:

After entries have closed for the FINALE, if a contestant qualified in position 1-7 resign from
Champions Challenge participation, that position, for each champions challe nge season event, will be
filled by the next highest ranking contestant in the 2014 PRCA World Standings/WPRA Pro Rodeo
Standings (as of 30 days prior to the Champions Challenge Event). Should, a qualifying position be
invalid due to an injury or resignation from participation or a prior qualificati on, that qualifying
positions will be filled by the 2014 PRCA World Standings/WPRA Pro Rodeo Standings (as of 30 days
prior to the Champions Challenge event). Each person who qualifies and confirms his/her intent to
compete must also complete and sign a “Choice of Venue” form, and for barrel rac ers, the “WPRA
Release and Waiver and Choice of Venue” (contained in Addendums B and C respectively), and these
documents must be received by the Rodeo Secretary prior to the first scheduled competition in order
to be eligible to compete.
G. In the team roping, the 7 qualifying headers from the 2013 PRCA World Standings must rope with the
top 7 qualifying heelers from the 2013 PRCA World Standings. Any team roping qualifier 1-7 without
a designated partner will have a partner assigned by Rodeo Administration, that determination made
by a random drawing. The 8th qualifying header position m ust rope with the 8th qualifying heeler and
so on to the 12th qualifying position with the exception as listed in 1.H. of these ground rules. The
team ropers who qualify in positions 1-7, based off of 2013 PRCA World Standings, are to designate
partners by completing a partner pledge by the conclusi on of the 2013 Wrangler National Finals
Rodeo.
H. In the Team Roping Event, if 1 partner of a team that has qualified to the FINALE from the 2014 Justin
Boots Championships in Omaha, NE, be previously qualified as a 1-10 contestant, that partner who
has already qualified MUST rope with their respect ive Wrangler Champions Challenge team partner.
The remaining qualified partner will rope with the header/heeler who had the next fastest time in the
respective performance.
I. Should there be a tie in any event for position #8, the previous year event venue champion, that
position will be determined by a random draw conducted by PROCOM. Should there be a tie for the
remaining final qualifying spot(s), with the exception of spot #11 and #12, in any event, only 12 will
qualify, and the tie will be broken in favor of those with the highest total official money won at PRCA
and, for barrel racers, WPRA sanctioned rodeos in that event during the 2014 Rodeo Year at PRCAsanctioned
rodeos which end on or before 30 days prior to the event. If still tied, the tie will be
broken in favor of those with the highest total (official & unofficial) money won at PRCA and, for barrel
racers, WPRA sanctioned rodeos in that event during the 2014 Rodeo Year at PRCA-sanctioned rodeos
which end on or before 30 days prior to the event. If still tied, PROCOM will do a random draw to
determine the qualifier for the position.
J. Contestants will not be ranked for competition position as each position will be determined by
random draw.
K. Current health papers and coggins papers are required for all contestant horses and will be checked
by FINALE staff prior to entry onto grounds.
L. All those who are not residents of Nebraska will be subject to Nebraska State Withholding Tax.
2. CONTESTANT INFORMATION
A. Check-In: FINALE Contestants, FINALE Stock Contractors and FINALE Officials are required to check in
with the Rodeo Secretary for the FINALE. Specific Location and time will be published for each event
in the long listings of the PSN Business Section. All Champions Challenge personnel with the

exception of FINALE contestants will be required to have an arena specific credential to be allowed
on the competition arena floor. Failure to attend contestant check-in will result in a fine of $250 per
occurrence.
B. Autographs: All FINALE Contestants after competition will be required to attend an autograph session
to be determined 30 days prior to each event. Contestants will be notified of the autograph session
location at the FINALAE contestant meeting. Failure to attend the autograph session will result in a
fine of $250 per occurrence.
C. Contestant Stock Draw: FINALE Riding and Timed Event contestants may be required to participate
in the contestant stock draw to be held following the contestant check-in and contestant meeting.
Riding Event Contestants will draw their stock from a set pen selected by the respective Event
Representative. Timed Event Contestants will draw their stock from a set pen selected by the
respective Event Representative. Failure to participate in the contestant stock draw will result in a
fine of $250 per occurrence.
D. Contestant Meeting & Group Photo: A Contestant meeting and Group Photo will follow contestant
check-in and is a required event function. Contestant Back Numbers will be distributed at the
contestant meeting. All other personnel credentials will be available at the rodeo grounds with the
rodeo secretary. Contestants are to be dressed in PRCA/WPRA-rodeo-arena attire for photographs
taken during and immediately following the contestant meeting. Failure to attend the meeting or
participate in the group photo will result in a fine of $250 per occurrence.
E. Tickets: Contestants and stock contractors will receive no more than one free ticket for each
performance to be picked up at the rodeo secretary ’s office.
F. Hazers: Steer Wrestling contestants are to report the name of their hazer to the Rodeo Secretary at
the time of check-in. Any hazer who is not already a contestant must have a back number and is
required to sign all releases and any other required documents. The back number entitles only that
person access to the arena area.
G. PRCA & Event Patches: Two PRCA patches and Two FINALE patches will be distributed at the time of
check-in and at least 1 PRCA patch and 1 FINALE patch must be worn at all times in the arena and at
all FINALE related functions. For the barrel racers, two WPRA patches and two FINALE patches will be
distributed at the time of check-in and at least 1 WPRA patch and 1 FINALE patch must be worn at all
times in the arena and at all FINALE related functions. Failure to wear and both the PRCA & FINALE
Patch will result in a fine of $250 per occurrence.
H. Team Sponsor Patches: All Team Sponsored qualifiers are required to wear a minimum of (2) two
Team Sponsor patches as well as a designated Team Sponsor shirt. Team Sponsor patches may be
worn in any available position that is approved under the PRCA Patch Program Rules and Guidelines.
All FINALE and Team Sponsor patches will not count against the qualifiers allotment of regular PRCA
Patch Program sponsors. Failure to wear Team Sponsor patches will result in a fine of $250 per
occurrence.
I. Stalls: Stalls will not be provided onsite. Stalls are available in several locations in the greater Omaha
area. See PSN for exact locations. All contestant horses must be removed from the grounds no later
than 11:30 p.m. each night following each performance. Failure to do so shall constitute a $500 fine
per horse left on the grounds past the deadline.

J. Parking: One parking pass per FINALE contestant will be provided. All vehicles improperly parked
on property (on sidewalks, grass or in fire lanes as deemed by facility management or the Omaha
Police) will be towed at owner ’s expense.
K. Horses: All horses must be removed from the CenturyLink Center Omaha Arena no later than 11 p.m.
each day. Failure to do so shall constitute a $500 fine per horse left in the building past the deadline.
An outdoor warm-up arena will be provided for contestant horses. Per facility ma nagement, horses
are not allowed on sidewalks or grass areas.
3. LIVESTOCK
A. CHAMPIONSHIPS Stock contractors must arrive with livestock at livestock housing facility after 1 PM
on Tuesday, September 23, 2014 and no later than 12 p.m. on Wednesday, September 24, 2014. If
livestock arrives after the deadline, the stock contractor who is supplying that stock will be assessed
a single fine of $500.
B. Stock must be inspected by the Livestock Superintendent at time of arrival and must be accompanied
by current certified veterinary health papers and certificates as required by the law of the state in
which the FINALE is being held. No sick, sore, lame, or injured animal will be accepted or paid for. This
includes any animal with a wound which, at the PRCA’s sole discretion, is cosmetically questionable.
Any bull requiring tipping of horns shall subject stock contractor to a fine of $100 per horn needing
attention.
C. In accordance with Rule R8.13.1.3 of the PRCA Rulebook, all riding event livestock must have an
ownership brand of the PRCA-member Stock Contractor furnishing the livestock. Failure to do so will
result in a fine for each animal not so branded.
D. Stock contractors are to provide their own feed and watering containers and are responsible for
feeding and watering their own livestock.
E. All livestock must be removed by 10:00 a.m. on Sunday, September 28, 2014 which is the day
immediately following the last performance. Failure to abide by this deadline will result in a $500 fine.
F. No horse or bull on which a bareback rigging, saddle, or bull rope normally cannot be placed and/or
cinch pulled prior to being loaded in the chute will be eligible for the FINALE. If such animal is brought,
and thus causes a delay in production, the stock contractor may be fined.
G . Each respective Event Representative shall notify PROCOM of the Selected Livestock Pens no later
than 5:00 PM (Mountain Time) of the day of each entry closing. Contestants will draw their animals
at the contestant stock draw as reference in 2.C.
H. Top Stock Bonus: Wrangler will be awarding a bonu s of $1000 to the top scoring livestock in each of
the riding events. This bonus will be paid directly to the PRCA Stock Contractor of Record from PRCA
Properties following the event.
4. GENERAL
A. Official Rodeo: Per Rule R1.6.2.1 of the PRCA Rulebook and, for barrel racers, WPRA rule 10.4.1.8 the
FINALE will be counted as an “Official Entry” rodeo unless contestant designates it as an “Unofficial
Entry Rodeo” at time of competition confirmation or unless contestant has previously met the
maximum number of allowable “Official Entry” rodeos.

B. Championship Points. All prize money earned at the FINALE will count as Championship Points in
accordance with Bylaw B12.1.1 of the PRCA Rulebook and, for barrel racers, rule 14.1 of the WPRA
Rulebook and will be applied to 2014 PRCA World Standings and, for barrel racers, 20 14 WPRA pro
rodeo standings, unless contestant designated the FINALE as an "Unofficial Entry Rodeo" at time of
entry.
C. NO CIRCUIT POINTS. Dollars won at the FINALE will not count toward circuit standings.
D. Conflict. If a contestant is placed in a PRCA Rodeo or event that has a same day conflict as the FINALE,
before he has accepted a position at the FINALE, he will be allowed to draw out (by contacting
PROCOM) or find a trade at the conflicting rodeo. If a contestant enters a PRCA rodeo or event after
he has accepted a position at the FINALE, he will be guaranteed no conflict as long as he does not
create the conflict by giving a conflicting preference.
D. Doctor Releases: ONLY Valid doctor releases will be accepted. Should it be necessary to doctor
release, contestants are to follow procedures outlined in Part 7 of the PRCA Rulebook and, for barrel
racers, Chapter 10 of the WPRA Rul e Book. Failure to follow those procedures will result in fines
pursuant to Section 5B of these Ground Rules. A contestant using the doctor release procedure shall
also be subject to the ineligibility periods as set forth in the PRCA Rule Book.
E. Determination of Event Champion/Event Winners: The F INALE Champion will be that person who
has the highest score or fastest time at the conclusion of the FINALE. In case of a tie the Event
Champion will be determined from crowd/audience selection.
F. Victory Lap: The event winner for each performance should be prepared to take a victory lap following
their event. Failure to take the victory lap or to be available for introduction following the
performance may result in a fine of $250 per violation.
G. All Contestants Introduced: All contestants should be prepared to be introduced during opening
ceremonies or during closing ceremonies immediatel y following the introduction of the winners of
each event. Failure to be available for this contestant introduction will subject contestant to a fine
of $250 per occurrence.
H. Patch Sponsorships: No FINALE participant may wear or display in the Competition Arena or
anywhere during the promotion of the FINALE (including the areas behind the chutes and the moat,
any special event, autograph session or interviews, etc.) any patch or Signage (as defined in the “Rules
and Regulations Governing Advertising in an Arena”) which is in conflict with PRCA’s and/or
Professional Rodeo Cowboys Associ ation Properties, Inc.’s National Sponsors.
I. Back Numbers: Each contestant will be furnished with a FINALE back number, which must be worn
and displayed in its entirety at all times when in the Competition Arena. If a contestant has an existing
patch sponsorship involving the cantle/yoke of the shirt, then that contestant may wear the FINALE
back number immediately below the existing cantle/yoke patch. If a contestant elects to wear a
protective vest or jacket, then that contestant must wear the FINALE back number in the same
location on the vest or jacket. Failure to wear the assigned FIN ALE back number will result in a fine
of $250 per occurrence and/or disqualification from the FINALE.
J. Buckle Presentation: Event winners will be required to attend a buckle presentation ceremony at
10:30 P.M. on Saturday, September 27 at the Hilton Omaha. Failure to participate shall result in an
initial fine of $250.00 to progressively double for each violation thereafter.

J. Honest Effort: All contestants competing in a performance must give an honest effort. If it is
determined by a unanimous vote of all Officials assigned to o fficiate that event that a contestant did
not give an honest effort, he/she will be (i) disqualified from the go round in which the violation
occurred and any remaining go rounds, (ii) disqualified from contention for the average payoff in the
event for which that contestant did not give an honest e ffort and (iii) assessed a fine in the amount
of $500. For purposes of this ground rule, whether a contestant gives an honest effort will be
determined as follows:
1. Riding Events: In the riding events, a contestant who fails to ride, using appropriate
equipment, his horse or bull out of the chute (except in the case of a stalling animal or unless
the Officials rule the contestant was fouled coming out of the chute) shall automatically be
deemed not to have given an honest effort. Specifically, the bareback riding contestant must
have his hand in the rigging and seated on the horse until the inside shoulder of the horse
crosses the plane of the chute gate; the saddle bronc riding contestant must have feet in the
stirrups, seat in the saddle and rein in his hand when the inside shoulder of the horse crosses
the plane of the chute gate; and the bull riding contestant must have his hand in bull rope
with wrap taken and seated on the bull when the inside shoulder of the bull crosses the plane
of the chute gate. Once the contestant has ridden the horse/bull/ out of the chute, it is the
sole responsibility of the Officials to determine whether a contestant gives an honest effort.
In mak ing this determination, Officials should consider whether the contestant has made a
good faith effort to complete his ride.
2. Tie-Down Roping, Steer Wrestling, Team Roping: In the timed events a contestant who fails
to ride, using appropriate equipment, his horse across the score line (unless the O fficials rule
he was fouled leaving the box) shall automatically be deemed not to have given an honest
effort. Once the contestant has ridden his horse across the score line, it is the sole
responsibility of the Officials to determine whether a contestant gives an honest effort. In
making this deter mination, Officials should consider whether the contestant has made a good
faith effort to successfully complete the event and record a time.
K. Foul Language: Any contestant using foul language in the arena, either audibly or by obviously
mouthing the words, will be fined in accordance with Bylaw B 10.3.6, of the PRCA Rulebook, Conduct
Detrimental to Public Image and, for barrel racers, the WPRA Rule book will be assessed a minimum
initial fine of $1,000, that fine doubling progressively for each offense thereafter.
L. Misuse of Syringes: Anyone found misusing syringes and/or needles and/or no t placing them in the
provided disposal containers will be fined $1,000 for the first offense, that amount progressively
doubling with every offense thereafter.
5. TURN OUT OR DOCTOR RELEASE SUBSTITUTIONS PRIOR TO COMPETITION
A. If after confirmation of event participation a contestant is unable to compete due to a valid doctors
release, the next contestant in the 2014 PRCA World Standings and, for barrel racers, the 2014 WPRA
pro rodeo standings (as referenced in 1.C of these ground rules) in the event will fill the position.
Contestants must notify PROCOM of any doctors release.
B. If after confirmation of event participation a contestant is unable to compete due to a valid
emergency such as a cancelled flight, extreme weather conditions preventing travel, etc., the next

contestant in the 2014 PRCA World Standings and, for th e barrel racers, the 2014 WPRA pro rodeo
standings (as referenced in 1.C of these ground rules) in the event will fill the position. Contestants
must notify PROCOM of any emergency release.
C. If after confirmation of event participation a contestant turns out of the FINALE, that contestant will
not be eligible to compete for the remainder of the Champions Challenge current season. In this case,
the competition position will be filled by the next contestant in the 2014 PRCA World Standings and,
for barrel racers, the 2014 WPRA pro rodeo standings (as referenced in 1.C of these ground rules) in
the event.
D. Once confirmation of intent has been made the following release consequences/fines will apply:
Notified turn out Disqualification from participation for 2014 CC Season

PRCA Sanctioned Events per the PRCA Rulebook.
6. FORMAT
A. The FINALE will be a one go-round, 1 performance event. Contestants will be placed using the random
draw procedure by PROCOM.
7. PAYOFF
A. Sho uld there be fewer qualified rides or times than the number of places to be paid, the payoff, shall
be handled according to Rule R5.5.3 of the PRCA Rulebook.

8. TIMED EVENTS
A. Stock selection: Cattle used in the timed events shall be selected by the FINALE host PRCA Rodeo
Committee, with the approval of the respective Event Representatives. For each pen of cattle, 2
extras must be designated.
B. Timed Event contestants will enter and exit the arena as directed by the Arena Director.
C. No more than one man in the box if so requested by contestant.
D. Only one horse in the box.
E. A contestant must have hat on head while in box, with no assistance in keeping on or taking off said
hat by another person.
F. The judges have the authority to desig nate a replacement for an animal fighting or sulking in the
chute.
G. Time limits (not including penalties):
Tie-Down Roping: 25 seconds
Steer Wrestling: 60 seconds
Team Roping: 30 seconds
H. Tie-down animals may be tied prior to the performance to be determined by the Arena Director, the
Event Repr esentative and the Director of Rodeo Administration.
I. If a timed event animal escapes the chute prior to the contestant calling for him, that contestant will
automatically receive the first extra and will compete on that animal in the performance. The
originally drawn animal will remain in the her d.
J. In the Tie-Down Roping Event, only 1 loop per contestant will be permitted.
K. In the Team Roping Event, only 2 loops per team will be permitted.
L. In the Steer Wrestling, only 1 jump per contestant will be permitted.
9. RIDING EVENTS
A. Two judges will be used to score each ride and half poi nts will be used.
B. Stock selection: Stock for the FINALE will be selected by each respective Event Representative, the
host PRCA Event Committee, the Primary Stock Contractor and the Stock Contractor Executive
Council. Selected stock must be submitted to PROCOM no later than 5PM (Mountain Time) on the
day of entries closing for the FINALE.

C. Pens must be set to have a minimum of 4 animals with the same delivery designation.
D. No bareback or saddle bronc with a history of having to be pulled out of the chute will be used for the
F INALE.
E. If a Stock Contractor or Stock Contractor's flankman is not ready when called, the Chute Boss (in
agreement with the Judges) or the Judges may fine the Stock Contractor. For flankmen, the definition
of "ready when called" means he/she must have the flank adjusted, gloves on if used, and re ady when
previous animal (flag/sponsor horse) leaves the arena or as instructed by the chute boss and/or
judges.
1. The Chute Boss has the authority to assign a flankman in the absence of the livestock owner or
his designated flankman.
F. Once pens have been set, there will be no changing of those p ens unless the changes conform to the
FINALE Ground Rules. Any changes on delivery must be by mutual agreement of a Riding Event
Representative, livestock owner, or his representative and the chute boss or arena director.
G. Any turned-out animal shall be considered the first re-ride animal. Should there be more than one
turned-out animal, an order will be drawn. If more re-rides are required, the designated re-ride(s) will
be used. Should more re-rides be needed than those available, 1/3 of the animals from the short goround
pen can be featured and additional re-rides necessary will be drawn from that finals pen.

Qualifications

For 2014 the WPRA Board refers to WPRA rule 8.4, 8.5 and PRCA rule B14.3 – B14.3.1: A WPRA member who is a non-US citizen will be eligible to participate in the PRCA/WPRA circuit finals rodeo of her Circuit designation for the 2014 dues paying year providing such member meets the Required Participation Rodeo Rule as outlined in WPRA Rule 8.8.2.

Hardship provision to the Required Participation Rodeo Rule

A contestant, who had not competed at the required number of Circuit rodeos because of a hardship, must apply in writing to the Circuit Board of Directors for exemption, that application must be submitted for consideration prior to the Circuit cut-off date. Co ntestant(s) receiving a hardship must enter the Circuit Finals Rodeo during the entry period. Contestants who enter a circuit finals rodeo and who have met the required participation count will be taken first to fill all positions. Should there be any positions still available, those contestants r eceiving a hardship will then be used to fill remaining positions. If, after taking all qualified contestants and those receiving hardships, there are still positions open WPRA rule 8.8.3.1 may come into effect.



Entries

Entries will close approximately twenty (20) days prior to the first perf ormance and will be listed in at least two (2) issues of the WPRN or listed on the WPRA website. Exceptions are those Circuit Finals Rodeos held prior to the WPRA rodeo year cut-off date (September 30, 2014); these Circuit Finals Rodeos will close approximately fourteen (14) days prior to the first performance.

All contestants must make an official entry through Central Entry Office (PROCOM) prior to entry closing time.

For those Circuit Finals Rodeos held in January, Circuit Finals Rodeo contestants will be accepted for a Circuit Finals Rodeo on last year’s card. Contestants who have no t bought current year membership card must purchase WPRA insurance prior to first performance of the Circuit Finals Rodeo. Contestants, who have not bought current year member¬ship card, must purchase daily rodeo insurance policy prior to first Circuit Finals Rodeo performance. Should a contestan t qualify for the RNCFR, contestant must renew their current year membership by the RNCFR member dues deadline as listed in WPRN or listed on the WPRA web site.


Qualification cut-off will be regular WPRA year-end (September 30, 2014) unless Circuit Finals Rodeo is scheduled within thirty (30) day s of this cut-off date. In this case (or any time a Circuit Finals Rodeo is held prior to year-end cut-off) cut-off date will be thirty (30) days prior to the first performance of the Circuit Finals Rodeo. Any rodeo which has its last performance after the cut-off date will be recorded for the fol lowing year. Rodeo in question must end on or prior to cut-off date to count for current year.

Any variation of cut-off dates must be approved by the WPRA and published on the WPRA web site.

Entry to Fill Open Positions

Entries to fill open positions after the books have closed will be made in a ccordance with WPRA rule 8.8.3.1. Positions will be filled in the following order from among those contestants who entered the circuit finals rodeo:
1) Non-qualifiers who have selected the circuit as their designated circuit, who are financially eligible and competition eligible, and who have satis fied the requirements of the 40%/15 rule shall be accepted as circuit finals rodeo contestants, in order of their ranking in the circuit standings until all the available positions have been filled.
2) If positions are still available, contestants who have not met the requirements of the 40%/15 rule may fill the remaining positions in order of their ranking in the circuit standings.
Non-qualifiers will be eligible for the Circuit Finals Rodeo awards only and will not be eligible for Circuit year-end awards, titles, or advancement to the National Circuit Finals Rodeo.

Substitutions

Prior to t he first go round, a substitute entry will be allowed. Substitutes will be the highest ranked eligible contestants available who have made an official entry through PROCOM. Circuit President will contact highest ranked eligible contestant who entered. If not enough eligible contestants enter, the n Circuit President will contact highest ranked eligible contestant according to Circuit standings. PROCOM WILL ONLY RECOGNIZE CIRCUIT PRESIDENT MAKING SUBSTITUTE ENTRY.

Penalties and Exceptions

Contestants who enter Circuit Finals Rodeo and fail to compete may be fined $250, payable to the WPRA. Fine may be waived only if contestant notifies Circuit President seventy-two (72) hours prior to the first performance and a substitute entry is found.

Turn Outs

A contestant turning out in any go-round will be fined $50 per go-round turned out, payable to the WPRA. In addition, WPRA rule 8.10. 1 will apply: All circuit year-end awards or titles or advancement to the National Circuit Finals Rodeo will be forfeited by a CFR contestant who fails to enter and compete in all go rounds at the Circuit Finals Rodeo unless such CFR contestant has entered and follows release procedures as outlined in the Official Circuit Finals rules. Championship title, recognition and awards will go to the next highest ranked CFR contestant who competed in all go-rounds at the Circuit Finals Rodeo. Additionally, only qualifiers, as described in Section 8.5 will be eligible for Circuit Year End awards or t itles.

Releases

Contestants who have entered the CFR and make a valid release or visible injury due to an injury sustained at the CFR are still eligible for year-end awards, titles and advancement to the NCFR. Contestants must follow WPRA release procedures as outlined in rule 10.7 and visible injury procedures as outlined in rule 10.7.2. If valid release or visible injury is granted, contestant may not compete at any other rodeo during the duration of the circuit finals rodeo.

Entry Fees

Entry fees are a minimum of $75 per go-round.

Pay Off

The payoff for the WPRA Barrel Race will f ollow the same payoff schedule as PRCA events. 6% of the purse will be withheld and payable to the WPRA.

No circuit finals rodeo will be allowed a short go-round. All contestants will compete in the same number of go rounds.

PRCA rule 14.4.1.1: The $3 fee charged each contestant per rodeo des ignated as a “circuit fee” (per Bylaw B15.9.3.2) shall be distributed as follows: 1) the first $1 will go to the Circuit Finals rodeo prize money; 2) the remaining $2 shall be divided at 40% for the circuit finals rodeo prize money, 10% to the circuit finals rodeo contract personnel, 20% to the circuit finals rodeo stock contractors, and 30% to the circuit board of Directors for circuit expenses.

Tie Breakers

In case of tie for year-end champion, winner will be the contestant finishing highest in the average at the Circuit Finals Rodeo. If still tied, go to tie breakers. The same tie breaking procedures will be used in determining the Circuit Finals Rodeo average winner or for any continued qualifications including the National Circuit Finals Rodeo. In the event that there is a tie in the average, and one of the contestants is also the year-end champion, that contestant will ad vance as the year-end champion. The remaining contestant that tied for the average title will advance as the average champion.

1. First tie breaker will be single fastest time in any go round at the finals.
2. Second tie breaker will be the second single fastest time in any other go round at the finals.
3. Third tie breaker will be the qualifier’s standings prior to the Finals competition.
4. Non-qualifiers will be eligible for average awards only. No year-end awards or advancement to the NCFR.

Competition Positions

Two go round circuit finals rodeos: First go round positions will b e according to the qualifiers’ standings from top to bottom. The second go round positions will be reversed.

Three go round circuit finals rodeos: Position for the first go round will be according to the qualifiers’ standings from top to bottom. The second go round positions will be reversed. Third go round positions will be a random draw at the rodeo by the secretary.

Four go round circuit finals rodeos: First go round positions will be according to the qualifiers’ standings from top to bottom. The second go round positions will be reversed. Third go round positions well be a ra ndom draw at the rodeo by the secretary and fourth go round positions will be reversed.

Tie Breaker

Determining position order where times are identical will be the same as the tiebreaker procedures listed within these ground rules.
