(A contestant should not use the "No Same Day" preference in this instance unless he wants the possibility of being drawn out.) As a test, St. Paul will be utilizing a “walk-up” replacement policy (similar to the PRCA) “In addition to the ‘30-hour replacement’ policy, WPRA will replace TO’s and releases in compliance with the “30-hour replacement” policy up to the turn out deadline for each performance (3 hours prior to the performance). At this po int in time, the secretary will receive the notified TO’s and releases for that performance along with the alternate list established by WPRA for contestants that were drawn out due to using the ‘no same day’ preference or due to qualification. All TO’s and releases (including contestants w ho notified after the 30-hour deadline, but before the 3 hour turn out deadline) may be replaced by contestants on the alternate list. Contestants who desire to be accepted as alternates must physically check in with the rodeo secretary no later than 2 hours prior to the performance. Positions will be drawn for these contestants at that time. If more than one position is being replaced within a performance or slack, the order that each are replaced will be determined by random draw. If more contestants check in with the rodeo secretary than there are positions available, the contestants accept ed will be determined by their order on the alternate list (established by WPRA). Contestants who are placed in a position at another PRCA rodeo or event on the same day as the position being replaced will not be eligible to be an alternate for that position .

Calgary Stampede will adhere to the 2014 WPRA Equine Drugs and Medications Rules. During the 2014 Calgary Stampede Ladies Barrel Race, testing samples will be collected at random, as specified by the WPRA Equine Drugs and Medications rules and according to protocols developed by WPRA. A positive test for a Class 1 or Class 2 drug, irrespective of whether WPRA issues a Responsible Member penalties, will be considered evidence of an independent vio lation of the Calgary Stampede Animal Care Code of Practice for the mistreatment of animals. Calgary Stampede reserves the right to issue penalties for such violation, including prohibition from competition at future Calgary Stampedes, up to and including the first subsequent Calgary Stampede for w hich a Responsible Member qualifies. Contestant’s prize money will be released promptly after a negative test result for their horse(s) has been confirmed. When a positive test results in disqualification(s), prize money for that day will be paid to the top contestants that were not disqualified.

CPRA positions will be filled in order (top down excluding CS and CRTC Champions) from Money Won during the 2013 CPRA season as of November 12 – should any contestant(s) not accept the invitation, the position(s) will be filled in order from the Money Won list through CPRA 12th place. Any unfi lled CPRA positions will then become a Calgary Stampede Qualified Position.

PRCA positions will be filled in order (top down excluding CS and CRTC Champions, PBR qualifiers and CPRA qualifiers) from Money Won during the 2013 PRCA season as of December 16th – should any contestant(s) not accept th e invitation, the position(s) will be filled in order from the Money Won list through 15th place. Any unfilled PRCA positions will then become a Calgary Stampede Qualified Position. PBR Canada position will be filled in order excluding CS and CRTC Champions, PBR BFTS qualifiers and CPRA qualifiers .

Should there be a tie for the final qualifying spot(s) in the CPRA, WPRA/PRCA or PBR the tie will be broken in favour of those with the highest total money won in the applicable 2013 regular season of the association for the contestants so tied. (i.e. if two contestants were tied for the final C PRA position – Money won in the 2013 CPRA Regular season will break the tie.) After March 14, 2014 all unfilled positions will become Calgary Stampede Qualified Positions, with the exception of the Ladies Barrel Racing where unfilled positions will be filled from the current 2014 WPRA standings.

Notwithstanding and in any event of the qualification structure outlined above, the Calgary Stampede reserves the right in its sole and unfettered discretion to not issue or retract an invitation to any Rodeo Contestant.


2) TURNOUTS AND DOCTOR / VET RELEASES

1) Turn Out, Doctor and Vet Release ( Vet releases pertain to barrel racers only) requests must be relayed to RODEO OFFICE by 12:00 noon MDT July 3 for Pool A and July 7 for Pool B so that we may find a suitable replacement contestant. Contestant substitutions will not be allowed once the first go-round starts for Pool A or Pool B.

2) Once confirmation of intent to compete has been submitted, if for any reason a contestant is unable to compete, the contestant must notify the RODEO OFFICE so that the STAMPEDE may arrange for substitution.

3) Contestants must compete in the first go-round of their Pool in order to continue pa rticipating in the STAMPEDE.

4) Any contestant wishing to Doctor or Vet release during the STAMPEDE must notify the RODEO OFFICE or Calgary Stampede Rodeo Secretary (“SECRETARY”) two (2) hours prior to the start of the performance so affected. Failure to notify or late notification will result in a fine of $250.00 per incident.

5) Doctor or Vet releases will be accepted, in person to the SECRETARY, by phone, email or fax to the RODEO OFFICE. A signed Doctor or Vet verification letter must accompany the request for release. If entered in two events, the contestant may still continue to compete in the other event, if he feels he is able to do so, subject to Calgary Stampede approval. A contestant that Doctor or Vet releases from a go-round must sit out the next go-round. (ie: a contestant Doctor releasing for day four of their pool will be ineligible for Wild Card Saturday and Sho wdown Sunday.)

6) Once competition in a contestant’s Pool has begun, notification of turnouts will be
accepted, in person to the SECRETARY, by phone, email or fax to the RODEO OFFICE. Turnouts must be notified at least two (2) hours prior to the performance affected. The following Turnout pen alty will apply: The contestant Turning Out will be ineligible from competing in the Calgary Stampede Rodeo for two (2) years.

7) All contestants competing in a performance must give an honest effort. If it is determined by a unanimous vote of all Calgary Stampede Pro Rodeo Officials assigned to officiate that event that a contestant did not give an honest effort, he/she will be (i) disqualified from the go-round in which the violation occurred and any remaining go-rounds, and (ii) assessed a fine of $5,000. For the purposes of this ground rule, whether a contestant gives an honest effort will be determined as follows:

Bareback, Saddle Bronc, Bull Riding: In the riding events, a contestant who fails to ride, using appropriate equipment, his horse or bull out of the chute (except in the case of a chute stalling animal or unless the Calgary Stampede Pro Rodeo Officials rule the cont estant was fouled coming out of the chute) shall automatically be deemed to not have given an honest effort. Specifically, the bareback riding contestant must have his hand in the riggin' and be seated on the horse until the inside shoulder of the horse crosses the plane of the chute gate; the saddl e bronc riding contestant must have feet in the stirrups, seat in the saddle and rein in his hand when the inside shoulder of the horse passes the plane of the chute gate; and the bull riding contestant must have his hand in bull rope with wrap taken and be seated on the bull when the inside shoulde r of the bull crosses the plane of the chute gate. Once the contestant has ridden the horse/bull out of the chute, it is the sole responsibility of the Calgary Stampede Pro Rodeo Officials to determine whether a contestant has given an honest effort. In making this determination, Calgary Stampede Pro Rodeo Officials should consider whether the contestant has made a good faith effort to complete his ride.

Tie-down roping, Steer Wrestling: In the timed events a contestant who fails to ride, using the appropriate equipment, his horse across the score line (unless the Calgary Stampede Pro Rodeo Officials rule he was fouled leaving the box) shall automatically be deemed to have not given an honest effort. Once the contestant has ridden his horse across the score line, it is the sole responsibility of the Calgary Stampede Pro Rodeo Officials to determine whether a contestant has given an h onest effort. In making this determination, Calgary Stampede Pro Rodeo Officials should consider whether the contestant has made a good faith effort to complete the event and record a time.

Ladies Barrel Race: In the barrel race, a contestant who fails to ride, using appropriate equipment, her hor se through the electric eyes (unless the Calgary Stampede Pro Rodeo Officials rule the contestant’s horse refuses beyond the contestant’s control) shall automatically be deemed not to have given an honest effort. Once the contestant has ridden her horse through the electric eyes, it is the sole responsibility of the Calgary Stampede Pro Rodeo Officials to determine whether a contestant has given an honest effort. In making this determination, Calgary Stampede Pro Rodeo Officials should consider whether the contestant has made a good
faith effort to successfully complete the event and re cord a time.

3) FORMAT

There will be two Pools formed from the qualified contestants as follows:

SB / BB / BR / TDR / SW / LBR

Pool A July 4 – 7 Pool B July 8 – 11
2013 CPRA, PRCA/WPRA and PBR World Champions as well as contestants qualifying for the 2014 Calgary Stampede through two associations (Top 5 CPRA, Top 10 PRCA/WPRA and PBR World) or in two events will select their pool. All other contestants will be drawn randomly into a pool.

Trade slips will be mailed to all contestants and are due back in the Rodeo Office 4:00 p.m. June 6.

The remaining six (6) contestants from each Pool will advance to the Wild Card Saturday. Contestants deemed ineligible will not advance.

Day 9 – Wild Card Saturday

The Wild Card Saturday contestants will consist of the bottom six (6) money winners from Pool A and the bottom six (6) money winners from Pool B.

Each contestant will compete once – the two contestants with highest scores/f astest times in their event will advance to the Semi-Finals on Showdown Sunday. Should there be a tie for the second position – the contestant with the most money won in their pool will break the tie. If a tie still exists the contestant with the most money won in any go-round will break the tie . If a tie still exists the highest score or fastest time in any of the go-rounds will break the tie. If a tie still exists the contestant having the highest total score or fastest total time from their pool will break the tie. If a tie still exists, the judges will draw from the contestants so t ied to determine which one will compete in the Semi-Finals.



Day 10 – Semi-Finals & Showdown Sunday

The Semi-Finals contestants will consist of the top four (4) money winners from Pool A, top four (4) money winners from Pool B and the two (2) contestants with the highest scores/fastest times from Wild Card Saturday. Each contestant will compete once.


Showdown:

No Scores will be carried forward to the Showdown. (Except for tie-breakers as noted below)

The top four contestants in each event from the Semi-Finals will advance to the Showdown. Should there be a tie for the fourth position – the contestant with the most money won in their pool will break the tie. If a tie still exists the contestant with the most money won in any go-round will break the tie. If a tie still exists the highest score or fastest time in any of the first eight go-rounds will break the tie. If a tie st ill exists the contestant having the highest total score or fastest total time from their pool will break the tie. If a tie still exists, the judges will draw from the contestants so tied to determine which one will compete in the Showdown.

If there are fewer than four (4) qualified rides or runs in any event, only those contestants with a qualified ride or run in the Semi-Finals will advance to the Showdown.

If all ten (10) contestants fail to make a qualified ride or run in any event in the Semi-Finals – the top two (2) from the money standings of Pool A and the top two (2) from the mo ney standings of Pool B will advance. Should there be a tie for the second position – the contestant with the most money won in any go-round will break the tie. If a tie still exists the highest score or fastest time in any of the first eight go-rounds will break the tie. If a tie still exists the contestant having the highest total score or fastest total time from their pool will break the tie. If a tie still exists, the judges will draw from the contestants so tied to determine which one will compete in the Showdown.

The Calgary Stampede Champion will be the contestant with the highes t score or fastest time in that event in the Showdown round. If a tie exists, for the Champion position, contestants so tied will compete on a maximum of two (2) additional head of stock or runs to break the tie. If a tie still exists – contestants so tied will be declared Co-Champions, will spl it the places money evenly and each will receive a trophy bronze.

If there are no qualified rides or runs in the Showdown round of an event each contestant will compete once more in the tie-breaker round.
In roughstock events: Contestants will be timed in this (tie-breaker) round. If all contes tants again fail to qualify, the winner will be the contestant with the highest score from the Semi-Finals. If a tie exists from the Semi-Finals, the contestant riding the longest in the tie-breaker will be declared the Champion. If a tie still exists, contestants so tied will be declared Co-Champi ons, will split the places money, and each will receive a trophy bronze.
In timed events, if all contestants fail to qualify in this (tie-breaker) round, the winner will be the contestant with the fastest time from the Semi-Finals. If a tie exists from the Semi-Finals, contestants so tied will be d eclared Co-Champions, will split the places money and each will receive a trophy bronze.

All contestants will be ranked from 1 – 10 on the day for payouts.

4) PAYOUTS – MAJOR EVENTS

Total Purse is $2,000,000.00 (Canadian Funds) - there are no entry fees.

All contestants competing on Showdown Sunday will earn a cheque, there will be no ground splits.

Any contestants tied for money places will evenly split the place monies so tied.

The Calgary Stampede will produce the rodeo payoff on July 14th. All prize money will be paid by direct deposit. This will require a direct deposit form to be filled out and left with the Rodeo Office prior to July 10.

Any fines assessed to a contesta nt must be paid to the Rodeo Office prior to competing in the next round. Failure to pay the fine before the next round will make the contestant ineligible from competing in the remainder of the 2014 Rodeo.

5) EVENT RULES

The governing rules of the events will be the 2014 CPRA Rule Book, the 201 4 Ground Rules of the Calgary Stampede Rodeo and the 2014 Performance Rules of the Calgary Stampede Rodeo. As to the barrel race, the 2014 Calgary Stampede Ground Rules, of the Calgary Stampede, the 2014 Performance Rules of the Calgary Stampede and the WPRA Rule Book will apply.

Stampede Official s shall in their absolute discretion have the right at any time to add a Rule or Rules in order to clarify or address a circumstance or action not previously outlined or contemplated in the existing Calgary Stampede Rodeo Ground Rules.

The following Arena Rules will also apply:

1) The “Arena” includes the Rodeo Arena proper, the Bucking chutes, contestant walkway and the Timed-Event chutes.
2) Contestants will be supplied with Back Numbers specific to each event. Contestants must wear their assigned back number for each event – trading back numbers is NOT allowed. A contestant will be fined $250.00 for not wearing their back number or for wearing the wrong back number. Back numbers must be worn at all times in the ARENA as described above.
3) The ARENA and Infield facilities are Non-Smoking.
4) A random draw will determine the order for Timed Event contestants for Day 1 for Pool A, Day 1 of Pool B, Wild Card Saturday and the Semi-Finals. Day 1 contestants in Pool A and Pool B will compete 1 through 10. Day 2 contestants will compete 10 through 1 as originally drawn. Day 3 contestants will compete 5 through 1, followed by 10 through 6 as originally drawn. Day 4 conte stants will compete 6 through 10 followed by 1 through 5 as originally drawn.
5) The Showdown contestants will ride/run in the Showdown round from lowest score to highest score in SB, BB & BR and from longest time to fastest time in TDR, SW & LBR based on the Semi-Finals scores/times.

The following Roughstock Rules will also apply:

1) Contestants must be ready when called. “Ready when called” is defined as: Bareback – Contestant must be over the horse when previous horse leaves the arena. Saddle Bronc – Contestant must have horse cinched (front & rear) with rein measured, and be in the chute, mounting the horse when the previous horse leaves the arena. Bull Riding – Contestant must be pulling rope when the previous bull leaves the arena. Contestants must take their stock within 45 seconds of receiving the all clear from the head judge or chute boss. A verbal warning will be provided 15 seconds prior to expiration of the time limit.
If a Bareback or Saddle Bronc contestant exceeds the time limit, except in the case of mechanical failure or animal problems, he will receive a penalty of 1 point per every 5 seconds (or portion of) over the 45-second limit. If a Bull Riding contestant exceeds the time limit, except in the case of mechanical failure or ani mal problems he will be fined $250 for a first offense. The fine doubles with each subsequent offense.

Continued delay in taking stock can result in disqualification as per the 2014 CPRA Rule Book.

2) Stock will be drawn July 3 at 1:00 p.m. for the first round of Pool A. All other Stock draws will be conducted immediately following the performance for the next day’s round. All stock draws will be done by the designated OFFICIALS and the SECRETARY in the RODEO OFFICE. The first round draw of each Pool will be a double random draw of both the contestant and the stock. Each subsequent draw will be a stock draw based on money won in the previous round by each contestant followed by scores earned by contestants in that round, followed by non-qualified rides in order of appearance on the day sheet in that round.
3) If a drawn animal is turned out for any reason, that animal will bec ome the first reride.
4) The contestants and OFFICIALS will draw Showdown animals on stage at the conclusion of the Semi-Finals. Contestants will draw in order of Semi-Finals scores (highest to lowest)
5) Rerides, spares and tiebreaker order will be pre-set.

6) Contestants will not be disqualified for failing to spur-out a horse. The judges will have the discretion to deduct points for failing to spur-out a horse.

All Events: The penalty for unnecessary roughness to any animal will be a $500.00 fine for the 1st offence, a $1,000.00 fine for the 2nd offence, a 3rd offence will result in dis qualification from the rodeo.

The following Timed Event Rules will also apply:

Important Tie-Down Roping Rules:
The six second rule will not be in effect. A time will be awarded when the roper re-mounts his horse. If the tie comes loose or the calf gets to its feet before the roper has re-mount ed, the roper will be marked a no time.
Jerk down rule: If a calf is jerked off all four feet and its body touches the ground prior to the roper reaching the calf, the roper will be disqualified from that go-round.
Legal catch: Any catch, other than a clean head catch, will result in the roper being disqualified from that go-round.
Obvious injury: If a calf, in the judge’s discretion, exhibits an obvious injury during competition, the contestant will be flagged out and receive either a re-run or if in the judge’s discretion, the injury was caused by the contestant, a no time.
Important S teer Wrestling Rules:
The steer must not be knocked down or thrown before it is brought to a stop and the catch is made.
An automatic no time will be given to a contestant if a steer “dog falls”.
If a steer “dog falls”, the contestant must release the steer immediately and assist the animal in recovering from the fall by turning the steer’s head so it may stand up. Failure to do so will result in a disqualification from competition
Obvious injury: If a steer, in the judge’s discretion, exhibits an obvious injury during competition, the contestant will be flagged out and receive ei ther a re-run or if in the judge’s discretion, the injury was caused by the contestant, a no time.

1) Tie-Down Roping contestants must take their stock within 45 seconds of receiving the all clear from the head judge or designate. A verbal warning will be provided 15 seconds prior to expiration of the time limit. If the contestant exceeds the limit, except in the case of mechanical failure or animal problems, he will receive a penalty of 1/10 of a second for every 5 seconds (or portion of) over the 45 second limit. Continued delay in taking stock can result in disqualification as per the CPRA Rule Book.
2) Steer Wrestling contestants must take their stock within 60 seconds of receiving the all clear from the head judge or designate. All clear will be given as the previous steer leaves the arena. A verbal warning will be provided 15 seconds prior to expiration of the time limit. If the contestant exceeds the limit, except in the case of mechanical failure or animal problems, he will receive a penalty of 1/10 of a second for every 5 seconds (or portion of) over the 60 second limit. Continued delay in taking stock can result in disqualification as per the CPRA Rule Book.
3) Ladies Barrel racers must begin their run within 45 seconds of receiving the all clear form the head judge or designate. A verbal warning will be provided 15 seconds prior to expiration of the time limit. If the contestant exceeds the time limit, except in the case of mechanical failure, she will receive a penalty of 1/10 of a second for every 5 seconds (or portion of) over the 45-second limit. Continued delay in taking stock can result in disqualification as per the CPRA Rule Book.
4) The pens of TDR and SW cattle for Showdown Sunday will be pre-set by designated OFFICIALS. Separate pens for the Semi-Finals (minimum of 12) and Showdown will be set.
5) In the Showdown a minimum of eight (8) TDR and SW animals will be set in drawn order of rotation of use in case of ties.
6) In the case of a tie in the Showdown – Contestants so tied will compete on the pre-set animals, as set by de signated OFFICIALS, in reverse order that they competed in the Showdown.

All other rules will be enforced as per the 2014 CPRA rulebook.


6) MINOR EVENTS

The Calgary Stampede will host the following Minor Events:

Novice Saddle Bronc, Novice Bareback and Junior Steer Riding

Novice events, there will be one Go-Round July 4– 11 (slack 8:00 am July 5)
and Finals – Top six (6) Saturday, July 12. Ties will be broken by a draw.
Junior Steer Riding, there will be one Go-Round July 6 – 10 (slack 8:00 am July 5) and Finals – Top six (6) Friday, July 11. Ties will be broken by a draw.

Contestants will be drawn randomly. Contestants must hold a current Amateur Rodeo, High School Rodeo or Collegiate Rodeo Card or a Pro permit.

Contestants for the Novice Saddle Bronc & Novice Bareback must be 16 years of age as of January 1, 2014 and under 21 years of age on December 31, 2013.

Contestants for the Junior Steer Riding must be 11 years of age as of January 1, 2014 and under 15 years of age on December 31, 2013. Helmets and protective vests are mandatory.

Calgary Stampede will supply insurance similar to CPRA and PRCA coverage.

NSB & NBB Purse - $5,600 each - $500 held out for Finals.
BSR Purse - $4,000 - $500 held out for Finals.

Should there be a tie for the Championship in NSB, NBB or BSR after completion of the Final – tied contestants will be named Co-Champions and each will receive a Trophy Bronze.

Entries and payouts will be handled by the Calgary Stampede. Cheques will be available no earlier than 4:30 p.m. the day of the finals.

Animal Care Code of Practice

SECTION 1.

1.1. GUIDING PRINCIPLES

The wellbeing of animals participating in events at th e Calgary Stampede must be safeguarded. It is essential that there is clear understanding and acceptance of responsibilities by all Stampede personnel, competitors and exhibitors.

The care of animals for competition, exhibition or education at the Calgary Stampede requires both experience and the observation of accountable standards. Unless that work is done well, the wellbeing of the animals cannot be adequately protected. Our guiding principles and practices are intended to ensure all those responsible for their implementation accept responsibility for the husbandry, care and handling ou tlined in the Animal Care Code of Practice.

The Calgary Stampede will keep current on regulatory policy and guidelines by meeting with various organizations and associations as needed and monitoring industry information related to animal care.

The Calgary Stampede will ensure the ongoing maintenan ce of its Codes of Practice to create an environment that results in the respect and care of our animals.

The Calgary Stampede is competent to handle and care for all the species of animals on Stampede Park and will only employ stock handlers who are competent to handle and care for those animals.

The Calgary Stampede will ensure that people who have responsibilities in the organization for the production of events are experienced to ensure that animal wellbeing needs are met.

1.2. REGULATORY

Responsible management of our animals and their care at the Calgary Stampede is assured with guida nce and/or regulatory frameworks from organizations such as: Alberta Animal Protection Act, Livestock Identification Services, Alberta Department of Agriculture, Canadian Food Inspection Agency, Alberta SPCA, Calgary Humane Society, AFAC, International Association of Fairs & Expositions, Canadian Association of Fair and Exhibitions, as well as several specie specific organizations that sanction various Calgary Stampede competitions.

1.3. AUTHORITY

The Calgary Stampede retains the right to dismiss, fine and/or suspend anyone not conforming to the Stampede ’s rules, conditions and codes of practice.

The Calgary Stampede has the ultimate and final authority on all matters of disciplinary action resulting in the mistreatment of any animals.

COMMON STANDARDS

1.4. Official Stampede Veterinarian (OSV)

1.4.1. The OSV is responsible for providing exper t advice on the health, injury or disease status of an animal and its suitability for competition.

1.4.2. The OSV will be experienced in treating all species of animals participating in events on Stampede Park.

1.4.3. The OSV will be the sole arbiter on issues of animal wellbeing.

1.4.4. The OSV will complete a record of injuries and other defects, including treatment & medication in the Animal Care Treatment Log.

1.4.5. The OSV will be responsible for the approval of “accredited veterinarians” to practice on Stampede Park.

1.5 Accredited Veterinarians

1.5.1 All Accredited veterinarians must be in good standing with the Alberta Veterinary Medical Association (AB.VMA)

1.5.2 All accredited veterinarians must be approved by the OSV

1.5.3 All accredited veter inarians must complete a Calgary Stampede Animal Care Treatment Log for each animal examined or treated during the Calgary Stampede

1.5.4 Copies of all Animal Care Treatment Logs must be made available and delivered to the Calgary Stampede or the OSV(s) on a daily basis to a place specified by the Calgary Stampede.

1.6. Rodeo Contestants

1.6.1. All contestants will comply with the requirements of the Calgary Stampede’s Animal Care Code of Practice by acknowledging and signing in writing.

1.6.2. Each contestant is responsible for the animals he or she uses during an event and must comply with all applicable sections of the Calgary Stampede Animal Care Code of Practice.

1.6.3 Contestants must not intentionally treat animals in a way that is disrespectful and/or causes or potentially causes injury or harm. Violation of the Calgary Stampede’s Animal Care Code of Practice could resu lt in disqualification from the event.

1.7. Participation of Animals

1.7.1. Any animal that is deemed unfit by the OSV will not be permitted to participate.

1.7.2. If an animal becomes sick or injured between the time it is inspected and the time it is to participate, that animal will not be used .
1.8. Care and Treatment of Animals at Stampede Events

1.8.1. The Calgary Stampede, its personnel, contractors, contestants, competitors and exhibitors will clearly understand and accept their responsibilities. All people involved with and participating in Stampede events will be familiar with th e Calgary Stampede Animal Care Code of Practice.

1.8.2. The Calgary Stampede, OSV and Calgary Stampede Pro Rodeo Officials will be empowered to discipline any person, including personnel, contestants and contractors who compromise the wellbeing of an animal.

(a) Only qualified and experienced live stock handlers (three to five year stockhandling experience and must have the approval of either Ranch Manager or Director of Rodeo) will undertake the preparation of animals for events
(b) Livestock under the care of the CS will have access to fresh water. (based upon participation schedule)
(c) Livestock under the care of the CS will have access to good quality feed daily (based upon participation schedule)
(d) Exterior livestock holding pens must have shavings or post peelings in place for bedding

1.9. Injured Animal Protocol

1.9.1. Injured animals must be attended to as soon as possib le with veterinary attention being sought immediately.

1.9.2. The “animal down” procedure is activated if an animal requires assistance or removal from an event.

1.9.3. Animal care ambulances are on site for all Calgary Stampede events involving animals and the OSV is used for injury assessmen t and action in these situations.

1.9.4. The OSV shall solely be responsible for the expeditious and humane destruction of an animal. Any animal that suffers a catastrophic musculoskeletal injury requiring euthanasia will be drug tested. Any animal that dies suddenly during the course of the even t will be subject to a post-mortem examination and drug testing. The Calgary Stampede will incur the costs of these procedures, under the direction of the Official Stampede Veterinary Team.

1.9.5 Consent for Release of Necropsy Information

Pur suant to the Calgary Stampede Animal Care Code of Practice, any animal that dies suddenly during the course of the Calgary Stampede shall be subject to a post-mortem examination and drug testing. The Calgary Stampede will incur the costs of these procedures, under the direction of the Official Calga ry Stampede Veterinary Team.

Owner Information and Consent:


1) In order to preserve the integrity of the Calgary Stampede and to promote the future safety of the animals participating therein, I hereby authorize the Calgary Stampede, or its duly appointed representatives including the Official Ca lgary Stampede Veterinary Team, to release the findings of any such post-mortem examination or drug testing involving any one of my animals to such parties as deemed fit by the Calgary Stampede in its sole discretion, after said results have been reported to me.

2) I certify that I am the owner/age nt of the animals submitted for competition at the Calgary Stampede.

3) I consent to the remains of any animal being submitted for:
a) Necropsy and related pathology procedures, and/or:
b) Bacteriology, and/or;
c) Toxicology, and/or;
d) Drug testing, and/or;
e) Such other tests or examinations as d eemed appropriate by the Official Calgary Stampede Veterinary Team.

1.10. Infectious Disease

Due to the number of animals on the grounds during this event, infectious disease is a concern. Any animal suspected of having an infectious disease should be isolated and e xamined by the Official Stampede Veterinarian immediately. If an infectious disease is suspected, the Official Stampede Veterinarian must be notified immediately by the competitor or the attending Accredited Veterinarian. Competitors must comply with prescribed isolation and quarantine protocols whi ch may include removal from Stampede Park. Jurisdiction will be transferred to the Canadian Food and Inspection Agency (CFIA) in the case of reportable diseases (EIA, Foot and Mouth, Rabies, etc.)

SECTION 2.

2.1. Competitor/Contractor Protocols

All competitors/contractors will be aware of the requirements of the Calgary Stampede’s Animal Care Code of Practice.

Each competitor/contractor is responsible for the animals he or she uses during an event.

(a) Competitor/contractor must comply with all relevant sections of the Animal
Care Code of Practice.
(b) Competitors who intentionall y treat animals in a way that is disrespectful
and/or cause injury or harm and are in violation of the Code of Practice will be disqualified from competition.
(c) Competitors who fail to agree to the Animal Care Code of Practice by signing
the competition entry form will not be permitted to compete at the Calgary Stampede.
(d) No person competing in rodeo events will be under the influence of alcohol
and/or illegal drugs.

All contractors are representing the Calgary Stampede and therefore are expected to uphold all standards set forth in Code of Practice for Rodeo. Stock Contractors contra cted for the Rodeo are responsible for the appropriate husbandry and handling of their rodeo stock. Stock Contractors will ensure:

(a) stock provided by them are in good health and are suitable for the purpose for which they are intended
(b) all halters and flanks are in good working order and in compliance with the CPRA Rule Book
(c) stock that is deemed unfit to compete will be withdrawn from competition
(d) all instructions of the Official Stampede Veterinarian are implemented
(e) cattle and horses are penned separately in the yards
(f) aggressive stock are separated from other stock
(g) animals incompatible by nature cannot be housed together
(h) injured stock will be treated appropriately and isolated and housed appropriately


2.2. Official Stampede Veterinarian

The Official Stampede Veterinarian must be in attendance continuously from at least one hour before the start of the p erformance until one half hour after the completion of the last event.

2.3. Care and Treatment of Animals

a) Stock must not be exposed to fireworks that are likely to cause them fear or distress.
b) Animals must be housed in stock proof pens and all loading/unloading chutes are to be safe.
c) Sto ck should be removed from the arena immediately after completion of an event.
d) The OSV will check for any conditions that may affect the wellbeing of an animal prior to competition or participation in any event.

2.4. Fitness To Compete

a) All rodeo animals must be examined by the OSV prior to t he start of the event.
b) At the end of each event, the OSV will perform a visual inspection of each animal upon its exit from the arena.
c) Any animal which is deemed unfit to compete will not be permitted to perform.
d) If a rodeo animal becomes sick or injured between the time it is drawn and the time scheduled to compete, that animal will not be used and another animal will be drawn for the contestant.
e) Cattle with horns that are likely to cause injury to other animals must have the tips (the outer 2.5 cm) removed.
f) Freshly branded animals will not be accepted
g) Rodeo animals must mee t the following minimum weights:
Calves (tie down) – 95 kg
Steers (steer wrestling) – 200 kg

2.5. Arena and Gear

The size of the arena, the grooming of the track and the condition of gear used are critical in protecting stock from injury. Careful planning and construction of arenas will make the handling and removal of stock from the arenas easier and will increase stock and contestant safety.

2.5.1. Arena:
(a) The arena should have a suitable, soil based surface, groomed to a depth of approximately 8-10 cm. Other surfaces may be used provided that they are well drained, providing a s ecure footing and be deemed as safe for the animals as an appropriate soil based surface.
(b) The arena must be of a size suitable for the events to take place and to minimize the likelihood of injurious contact with the perimeter fence.
(c) The construction height and appearance of arena fencing s hould discourage stock from attempting to push through the fence or jump over it. Fencing will be 6 feet high.
(d) Arena fences must be clearly visible and not appear open to the stock.
2.5.2. Gear:
(a) Before the rodeo commences, Calgary Stampede Pro Rodeo Officials must be satisfied that all gear and equipment to be used in a rodeo has been inspected to ensure that it meets all requirements of this standard.
(b) In Bareback and Saddle Bronc riding the spur rowel must be dull and must rotate smoothly.
(c) Any object that may irritate the skin of an animal, must not be permitted in the cinch , saddle, flank strap, bareback rigging or the braided rein attached to the halter.

2.5.3. Electric Prods:

(a) Electric prods must be:
(i) Used with restraint and only as an aid for loading bulls
(ii) Used with restraint and only allowed on bulls, in the rump or shoulder area, in the lead up alley s to the chutes

(b) Electric Prods must not be used:
(i) If a bull is loaded and standing in a closed chute
(ii) On bulls in the arena while performing
(iii) On horses, steers or calves
(iv) To harass any animal

2.6. Specific Rodeo Events

2.6.1. Saddle Bronc Riding

(a) The saddle must be correc tly placed and fitted in order to avoid injury.
(b) There must be sufficient clearance under the gullet of the saddle to prevent rubbing or injury to the withers.
(c) The front cinch of the saddle must be of sufficient width to prevent cutting or chafing of the girth.
(d) The back cinch must not be so tight as to cause the horse to fall down.
(e) Flank straps must be of the quick release type with linings that are supple and in good condition. They must be placed on the animal in such way that the lined portion evenly overlies both flanks and the abdomen. Care must be taken to ensure that sa nd, grit and other abrasives do not accumulate in the lining of the flank strap.

2.6.2. Bareback Bronc Riding

(a) The girth on the bareback rigging must be wide enough to prevent chafing or cutting of the girth.
(b) Flank straps must be of the quick release type with linings that are supple and in good condition. They must be placed on the animal in such way that the lined portion evenly overlies both flanks and the abdomen. Care must be taken to ensure that sand, grit and other abrasives do not accumulate in the lining of the flank strap.
(c) Bareback pads must completely cover the inside of the rigging and are to extend a full 2 inches behind the rigging.



2.6.3. Bull Riding

a) Equipment used for bull riding must be fitted so as to fall off the bull once the rider falls or dismounts.
b) The equipment used should be a loose rope with or without a handhold.
c) Flank straps must be of the quick release type with linings that are supple and in good condition. They must be placed on the animal in such way that the lined portion evenly overlies both flanks and the abdomen. Care must be taken to ensure that sand, grit and other abrasives do not accumulate in the lining of the f lank strap. In the bull riding a soft cotton rope of at least 5/8” in diameter is acceptable as a flank strap and does not require lining.
d) There should be no knots or hitches preventing the rope from falling from the animal after the contestant has been thrown or dismounted.

2.6.4. Tie Down

(a) All reasonable precautions must be taken to ensure that calves are not jerked down.
(b) The contestant must adjust the rope and reins in a manner that will prevent the horse from dragging the calf. Contestant is fined at judges’ discretion.
(c) After the tie is completed and has been signaled , the roper must immediately remount and loosen the catch rope. Contestant is fined at judges’ discretion.
(d) Ropes must be removed from the calf immediately after the tie is flagged.
(e) All calves should be habituated by being walked or run through the arena from the release chute to the catch pen and being held by a neck rope, thrown and tied, prior to the event.
(f) A contestant will be disqualified on a run if an animal is jerked down, whether intended or not.
(g) A contestant will be disciplined if the rope horse drags the animal after it is roped and tied, whether intended or not. P enalty will be at judges’ discretion.

2.6.5. Steer Wrestling

a) The steer must not be knocked down or thrown before it is brought to a stop and the catch is made.
b) An automatic no time will be given to a contestant if a steer “dog falls”.
c) If a steer “dog falls”, the contestant must release the steer immediately and assist the animal in recovering from the fall by turning the steer’s head so it may stand up. Failure to do so will result in a disqualification from competition.


2.6.6. Barrel Racing
a) Barrels must not have sharp edges that can harm a horse.
b) Horses cannot b e struck on the neck or face with crop/whip.
c) Harmful bits cannot be used on barrel horses.
d) The use of bats and spurs and riding crops are allowed. Contestants will be fined $100.00 for batting horse above the shoulder (above breast collar) at Judges’ discretion.
e) Contestants must adhere t o the WPRA Equine Drugs and Medications Rules.

SECTION 3.

3. Rodeo Contract Livestock Transportation

In Canada, the transportation of livestock is regulated by the Health of Animals
Act Part XII. It defines the conditions that must be met in order for the transport of
animals to be considered hum ane, including animals being transported to and from
the Calgary Stampede.
Examples of the provisions contained in Part XII include:
• the prohibition of overcrowding of animals during transport,
• prohibition of transportation of animals that are unfit to travel,
• carriers cannot load, trans port or unload animals in a way that would
cause injury or undue suffering,
• requirements for provision of food, water, and rest at specific intervals,
• protection from adverse weather and adequate ventilation,
• use of proper containers and transport vehicles, segregation of
incompatible an imals.

Per the Calgary Stampede Animal Care Codes of practice for contract animals being
transported to or from the Calgary Stampede

3.1. Vehicles
• All vehicles used to transport animals must provide a safe environment for
the animals. All transport vehicles must have:
• Proper flooring (stable and non-slip)
• Proper ventilation allowing for appropriate airflow.
• Adequate space for the species being transported is required for all modes
of transport per the Health of Animals Act Part XII.
• Allow for easy loading and unloading of animals. The height of the back
gate of the trailer should be appropriate to the species being loaded.
• All gates must swing freely and secure firmly shut.
• Have no sharp or protruding objects that can injure t he animal.
• Protection from severe weather conditions.
• Be cleaned and sanitized regularly.

3.2 Facilities
All facilities used to load and/or unload animals will:
• Be free of sharp or protruding objects that can injure an animal.
• Have non slip flooring.
• Have no areas where animals can get their head or legs trapped.
• If ramps are used they should not exceed 20° and have cleats securely in
place 8” at center.

3.3 Loading animals
• The trailer must be backed up, level and flush with the loading dock/ramp.
• All animals must be fit for the journey. No injured or ill a nimals should be
tendered for transport.
• All animals must be allowed access to water before being loaded out from
the Calgary Stampede.
• Acceptable handling tools for loading include rattle paddles, flags and
sorting sticks. Electric prods should only be utilized when all other
acceptable met hods have been utilized.
• Animals must be loaded in a way the will not cause undue stress or injury.
• Incompatible animals cannot be transported in the same compartment.
They must be segregated.
• Animals must have appropriate space based on the species and length of
the journey.
• Animals must have enough clearance that their heads do not come in
contact with the roof.
• All gates musts be secure.
• Doors or gates must not be shut or slammed on the heads or legs of
animals.

3.4 Transport
• In hot weather it is best to strictly limit the time that the trailer is stationary
wit h animals loaded. Animals can overheat quite quickly.
• If the trailer must be stopped, it should be parked in the shade are an area
where a cross breeze is present.
• Animals should be unloaded as soon as possible.

3.5 Unloading
• The trailer must be backed up, level and flush with the loadi ng dock/ramp.
• Acceptable handling tools for unloading include rattle paddles, flags and
sorting sticks. Electric prods should be unnecessary for unloading.
• Animals should not be rushed during unloading in order to avoid unnecessary
slips and falls.
• Any animals that become injured during the trip must be attended to
immediately.


4. 2014 CALGARY STAMPEDE RODEO ANIMAL CARE CODE OF CONDUCT

4.1 All Rodeo participants will:

a) Consistently demonstrate ethical conduct in the best interest of all rodeo animals;

b) Ensure their participation and the participation of any and all indivi duals associated with them are familiar with the 2014 Calgary Stampede Animal Care Code of Practice;

c) Promote a safe sporting environment in the Arena, stalling barns and back pens – before, during and after the rodeo;

d) Ensure responsible care in the handling, treatment and transportation o f their horses as well as horses and/or cattle placed in their care for any purpose;

e) Exhibit standards of professional behaviour which will maintain public confidence and trust in the integrity of the Calgary Stampede Rodeo, the sport of rodeo and the Calgary Stampede;

f) Cooperate in the enf orcement of the all relevant Rule Books referred to in the Calgary Stamped Ground Rules, the Animal Care Code of Conduct, and agree to accept the authority and decisions of the Calgary Stampede Pro Rodeo Officials and Stampede Officials.

4.2 Rodeo participants are subject to sanctions if they are f ound to have breached the Animal Care Code of Conduct.

4.3 Rodeo participants grant the Calgary Stampede the right to make any Code of Conduct sanctions public if the Stampede deems it appropriate in their sole discretion.

4.4 Rodeo participants will sign off on and have a witnessing signature for 1.9.5 Consent for Release of Necropsy Information

PERFORMANCE RULES - JULY 4 – 13, 2014

1) CONTESTANT ENTRY & AGREEMENT

A By agreeing to compete in the 2014 Calgary Stampede Rodeo ( “STAMPEDE”) to be held on Stampede Park in Calgary, AB, July 4 – 13, you agree to be bound by the terms and conditions of the STAMPEDE Ground Rules, the STAMPEDE Performance Rules and all other Addenda and Exhibits to these Rules, the CPRA Official Rodeo Rules (2014), the WPRA Official Rule Bo ok for Barrel Racing (2014) and any other applicable rules, including all releases of liability set forth in those documents.

B Qualifiers in each event for the STAMPEDE shall be twenty (20) contestants for each event, Saddle Bronc Riding, Bareback Riding, Bull Riding, Tie-Down Roping, Steer Wrestl ing and Ladies Barrel Racing as defined by the STAMPEDE Ground Rules.

C Contestants must confirm intent to compete by returning the completed Contestant Contract and related forms to the RODEO OFFICE by March 14.

2) CHECK IN & ACCREDITATION

A Pool A Contestants are required to check in at the RODEO OFFICE, Stampede Park, between the following hours, July 3 (8:30 a.m. – 4:00 p.m.) or July 4 (8:30 a.m. - 11:30 a.m.). Pool A contestant meeting 11:00 a.m. Friday, July 4 (Location TBA). All Rodeo perfs 1:30 p.m.

Pool B Contestants are required to check in at the RODEO OFFICE, Stampede Park, between the following hours July 7 (8:30 a.m. – 4:00 p.m.) or July 8 ( 8:30 a.m. – 11:30 a.m.). Pool B contestant meeting 11:00 a.m. Tuesday, July 8 (Location TBA). All Rodeo perfs 1:30 p.m.

At check-in Contestants will receive their credentials and their $1,000.00 Travel allowance, Grand Entry instructions, appearance itinerary and any further information necess ary.

There will be a Rodeo Committee hosted lunch at noon prior to each performance and a reception following each performance.

B Contestants will receive the following accreditation:

1) - One (1) Contestant pass – good for Gate and Infield admission.
2) - One (1) Companion pass – good for Ga te and Infield admission.
3) - One (1) Infield companion ticket for each performance for the Pool they will be competing in. One (1) Companion ticket per contestant will be available for Wild Card Saturday and Showdown Sunday for contestants competing each of those days. (Additional contestant tic kets will be available at a nominal charge for each performance for contestants up that day on a first come basis from 12:00 noon – 1:00 p.m. at the Ticket window at the RODEO OFFICE.)
4) - Parking for One (1) vehicle in a designated Stampede lot.

C Steer Wrestling Contestants are to report the name of their hazer to the RODEO OFFICE by June 24 so that we may arrange accreditation. Hazers will need to have a signed waiver on file with the Rodeo Office before receiving the following accreditation:

1 - One (1) Contestant pass – good for Gate and Infield admission.
2 - Parking for One (1 ) vehicle in a designated Stampede lot.

3) ADVERTISING, SPONSORSHIPS & BROADCAST RIGHTS

A All advertising, sponsorship and broadcast rights and the exposure related thereto lie with and are owned by the Calgary Stampede.

B No contestant will have rights or access to the broadcast – either in whole or in part – produced at the 2014 STAMPEDE. All footage remains the property of the Calgary Stampede and its licensed broadcast partners. If a contestant wishes to purchase DVD copies (for non-broadcast use) of his/her rides a request must be submitted to the Calgary Stampede following the 2014 STAMPEDE and all costs will be the responsibility of the contestant.

4) APPEARANCES

A All contestants are required to attend the Contestant Meeting for their Pool: Pool A 11:00 a.m. July 4 & Pool B 11:00 a.m. July 8 (Location TBA)

B All contestants will be provided back numbers at Check-in. It is expected that the contestants will participate in all scheduled public appearances. Appearances may also include grand entry, victory laps, autograph sessions and stage introductions.

C Exemptions for failing to attend a scheduled appearance, including victory lap, autograph session or stage introduction will be limited to physical injury or illness (including contestant horses). Any medical exemption must be notified to the RODEO OFFICE prior to the event, so affected, if possible.

D Failing to attend any appearance without an exemption will result in a $250.00 fine per incident. All fines must be paid prior to competing in the next go-round.

Ground Rules: 1. Parking in contestant parking ONLY. – Please respect no parking signs. Vehicles parked in no parking areas will be towed at the owners’ expense.
2. Must have Membership card on your person & available to produce for viewing at ANY TIME during the rodeo (especially at the admission gates & VIP sections). If your membership card is not present, expect to pay admission.
3. Disrespect towards the Rodeo Committee or volunteers will NOT be tolerated and you will be removed from the rodeo grounds whether the incident had occurred before/during or after your event – ZERO TOLERANCE policy in place and will be strictly enforced by the Pro Rodeo Officials & Teepee Creek Stampede committee.
4. Smoking in designated areas only – no smoking in the grandstand.
5. No dogs allowed in the grandstand.
6. Please leave the grounds as you found them – take your garbage with you & please do not clean your horse trailers where parked – there are dumpsters available.
7. No cross entry between the open and novice events

- Teepee Creek Terror – Friday & Saturday performances. If you are interested in entering your name for this, please advise at the rodeo office. All CPRA contestants are welcome to enter for the draw.
- Sports Medicine will be available for all three (3) paid performances.
- All contestants are invited to join for the TP Backstage Pass Lunch each day before the main performance starting at 11:00am. This will be hosted north of the rodeo arena, inside the track, near the church.
- TP Backstage Pass Program:
o Depending on the number of TP Backstage Pass sponsorships sold, will determine how much extra prize money will be added over and above the $5,000 added money and also determine how many contestants in each event will be sponsored.
o Contestants that are being sponsored will have their entry fee amount refunded to them by the Teepee Creek Stampede Association
o Contestants will be chosen based on total number of sponsorships for each event and in the following order of priority:

No conflict will be guaranteed at all Gold and Silver tour rodeos (if possible), as long as the contestant does not create the conflict by giving a conflicting preferences. 1. Trade Rules: Anyone who entered the California Rodeo Salinas remember there are two types of trades. Trades because of conflicts and free trades per the WPRA rulebook. All first go round trades must be done through PRCA Trade Line 719- 548-4877 by trade deadline; whether a trade because of a conflict or a free trade. When you trade your first go round run, you trade every run with that girl. You get her draw and she gets your draw on all runs. Second or third go round trades can be made through the rodeo secretary, first come first served. When you fill out your trade sheet, please put your cell phone number on it in case the rodeo secretary needs to call you for any reason. You will need the WPRA card number for both you and the person you are trading with and two signatures. Remember you may not trade a slack for slack run or a performance for performance run. The trades must be slack to performance or performance to slack. 2. Practice Session: Practice will be on Wednesday July 16th from 9:00am to 12:00 noon on the track. Absolutely be respectful of workers preparing
for the Wednesday evening PBR Performance. 3. Entry Fees will be $395.00 plus
Pro Com Fee of $21.00 equaling a total of $416.00 4. General Membership
Meeting: A meeting will be held on Thursday, July 17th right after slack in the Crown Royal Room in the middle of the track. WPRA President Carolynn Vietor will be attending, as well as WPRA Vice President Jerri Mann, and WPRA Executive Secretary Janet Cropper. Please bring your questions and concerns to the meeting. 5. Hospitality: California Rodeo Salinas generously offers a wonderful Hospitality Tent for the contestants and their families near the roping chute end of the arena. They generously provide a safe place for your children to hang out, offering arts and crafts, games, and fresh strawberries from the Salinas Valley, donated by local growers. 6. Slack & Performance Times: Slack time: Thursday approx. 9:30 am, following the Queen Horsemanship. Friday 9:30 am, Saturday 9:30 am. Thursday and Friday Performance will begin at 6:00 pm. Saturday and Sunday performance will begin at 1:00 pm. The top 12 girls in the average plus ties will compete in the finals, not to exceed 14.
The short go draw will be drawn randomly. Tractor drag after every 6 contestants in slack and the performances. All contestants that draw a performance will be REQUIRED to enter through the paddock. 7. Please be up close and ready to run when your name is called so that the barrel race is run quickly and efficiently. 8.
Contestants may be asked to sign autographs on track following the Free Style

o While competing, contestants WILL WEAR THEIR OWN BACK NUMBER SECURELY PINNED ON THEIR BACK in a manner that is visible to the officials and events staff. CFD will issue a $50.00 fine for individuals who do not have their number securely pinned on their back and visible.
o No horses are permitted in the arena on slack mornings prior to the start of slack.
o There will be no exercising of horses in the arena prior to rodeo, night show or slack.
o PRCA and WPRA Arena Rules and CFD ground rules are in effect in the ready area at the north end of the are na.
o Every contestant must pay their entry fee and sign a release at the Contestants Office prior to picking up their number and competing.
o CFD will issue a $50.00 fine for individuals who do not pick up their credentials prior to competing on July 16th.
o Only actual contestants and one compa nion are allowed gate access. One vehicle parking pass will be available for contestants.
o All contestants not competing in the performance must leave the CFD grounds by Wednesday, July 16, 2014 at noon.
o There are a limited number of stalls for contestants competing. First come first served. Ho rses to be stalled in the Contestant Barns only.
o "No conflict" will be guaranteed at all Gold and Silver tour rodeos (if possible), as long as the contestant does not create the conflict by giving conflicting preferences.

User of their hookups agree to park in a manner that all may use the available hookups. Contestant parking is primarily to the east of the arena. Overflow parking is available directly southeast of the arena. All areas to the west of the arena is fan parking. Any contestants parking in fan parking must move to contestant parking by 4pm each day. GBR approved for first event in slack. "No conflict" will be guaranteed at all Gold and Silver tour rodeos (if possible), as long as the contestant does not create the conflict by giving conflicting preferences.
